Description/Analysis

IssueDetail

Issue/Detail: The owner of 1111 F Street (Figure 1) has requested the State Historical Resources Commission consider removing the building as a contributor to the National Register-listed Alkali Flat Central Historic District. Staff has reviewed the request, the original National Register nomination, subsequent historic evaluations, and the City's adopted Historic District Plan, which reevaluated the district in 2019. Based on that review, staff concluded that 1111 F Street continues to contribute to the historic district and recommends that the Preservation Commission oppose the requested delisting and authorizing staff to orally transmit the Preservation Commission’s comments concerning the delisting of 1111 F Street to the State Historical Resources Commission at its October 21, 2026, meeting. The Background section (Attachment 1) of this report provides additional information regarding this conclusion.

PolicyConsiderations

Policy Considerations: Since 2001, the City of Sacramento has been a Certified Local Government (CLG). CLGs are municipalities that have demonstrated through a certification process administered by the State Office of Historic Preservation (OHP) and the National Park Service (NPS), a commitment to local historic preservation. The CLG program was federally mandated as part of the 1980 amendments to the National Historic Preservation Act of 1966.

One of the requirements of the CLG program is to make preliminary determinations relative to properties' eligibility for listing on Sacramento Register of Historic and Cultural Resources, California Register of Historical Resources and the National Register of Historic Places. The Historic and Cultural resources element of the 2040 General Plan includes policies and goals that support actions to maintain and improve historic districts in the City. Policy HCR-1.1 calls for preservation, restoration, enhancement, and recognition of historic resources throughout the city.

Bringing forward requests for delisting for review by the Preservation Commission ensures compliance with this requirement, provides an opportunity for public comment, and allows the Preservation Commission to advise on the merits of the delisting prior to state consideration.

RationaleforRecommendation

Rationale for Recommendation: Staff recommends that the Preservation Commission oppose the proposed delisting of 1111 F Street because the building continues to contribute to the Alkali Flat Central Historic District when evaluated within the district's historic context as established by the City's adopted Historic District Plan. While the building's corrected construction date differs from that identified in the 1984 National Register nomination, the City's 2019 reevaluation provides a more complete and well-supported understanding of the district's period of significance and character-defining features. Accordingly, staff believes the appropriate course is to update the NRHP documentation to reflect current scholarship rather than remove a contributing resource based on limitations in the original outdated nomination.
