RationaleforRecommendation

Rationale for Recommendation: The Department of Public Works, Fleet Management Division, is procuring replacement vehicles for the Parking Services Division. As part of this effort, License Plate Recognition (LPR) systems are required to support essential operational duties, including real-time parking enforcement, vehicle inventory audits, permit verification, and the identification of scofflaw vehicles.

EyeP Solutions, Inc. is a new vendor capable of providing the necessary LPR software and installation services at a lower cost than the previous provider. This contract will authorize the purchase and installation of LPR systems on an as-needed basis as new vehicles are acquired for replacement.

The LPR systems are expected to enhance operational efficiency and service delivery within the Parking Services Division. EyeP Solutions is an authorized reseller and installer of the required LPR equipment and services.

After evaluating available procurement options, the Fleet Management Division has determined that utilizing a cooperative purchasing agreement through Omnia Partners represents the most advantageous strategy. This contract was competitively bid, and Omnia Partners is able to secure greater manufacturer discounts due to its higher purchasing volume-discounts that would not be available if the City issued its own solicitation.

To maximize cost savings and staff efficiency, the City regularly participates in cooperative purchasing agreements. This approach enhances pricing competitiveness and reduces capital costs through volume buying. It also minimizes administrative overhead associated with procurement, including product research, source selection, advertising, staff reporting, and contract administration.

The City has successfully used both regional and national cooperative purchasing agreements to complement its own contracting efforts. These agreements allow departments to access a broader range of contracting opportunities and to share procurement resources with other jurisdictions, ultimately maximizing value for the City.

FinancialConsiderations

Financial Considerations: The recommended purchase in an amount not to exceed $1,000,000 will be made from the Department of Public Works Fiscal Year (FY) 2025/26 operating budget (Fleet Fund, Fund 6501) and will be charged to the Department of Public Works Fleet Project (I06150000). Sufficient funding exists in the Department’s FY 2025/26 operating budget to support the recommended purchase. Purchases in subsequent fiscal years is contingent on availability of funding in the adopted budgets for the applicable fiscal years.

LocalBusinessEnterprise(LBE)

Local Business Enterprise (LBE): EyeP Solutions, Inc is not an LBE. The minimum LBE participation requirement is waived for the City’s use of cooperative purchase agreements that have been competitively bid, evaluated and awarded by other governmental agencies that may or may not have similar LBE programs.
