Description/Analysis

IssueDetail

Issue Detail: Measure L, the Sacramento Children’s Fund requires the City to produce annual performance reports and three- and five-year youth impact evaluation reports. The City released a Request for Proposals for evaluation of the Sacramento Children’s Fund via planet bids and has a pending award with the highest scoring consultant as a result of that bid process. A Professional Services Agreement (Agreement) has been negotiated for this arrangement and authorization is requested for the City Manager to sign the Agreement. The City of Sacramento will enter into an agreement with Harder & Company Community Research  for a five-year evaluation of the Sacramento Children’s Fund with a total contract amount not to exceed $749,929.

RationaleforRecommendation

Rationale for Recommendation: Per Measure L, the City must produce annual service performance reports and three- and five year youth impact evaluation reports. An agreement with Harder & Company Community Research to conduct an evaluation of the Sacramento Children’s Fund in alignment with the current council adopted five-year Strategic Investment Plan (SIP) will allow the City to meet the requirements outlined in the Measure.

FinancialConsiderations

Financial Considerations: Per Measure L, an annual allocation of Sacramento Children’s Fund monies are dedicated to administrative costs for the implementation of the Sacramento Children’s Fund. The total contract amount not to exceed $749,929 will be charged to Measure L (I80000100) administrative fund. There are sufficient funding in the project to execute the agreement.
