Description/Analysis

IssueDetail

Issue Detail: The City of Sacramento contracted with Mountain Methods, Inc. to construct the Del Rio Multi-Use Trail Project. This is an approximate 5-mile-long trail which includes construction of the Land Park Overpass that spans Interstate 5 in the Land Park neighborhood. During construction of the Land Park Overpass it was brought to the attention of staff in the Public Works Department there were possible deficiencies with the materials used during the construction of the overpass. The City Attorney’s Office was asked to investigate and retained Exponent, Inc., to assist with conducting an analysis to determine if the materials provided were defective and not in conformance with the standards and specifications required under the terms of the construction contract.

Exponent is a multidisciplinary organization that provides engineering, scientific, environmental, and health consulting services. Technical expertise, such as that possessed by Exponent, is necessary when conducting investigations into complex construction matters such as those presented by the Del Rio Multi-Use Trail Project. Exponent was retained to perform an inspection and conduct an independent analysis of the quality and integrity of the materials used to construct the Land Park Overpass. The City Attorney’s Office is seeking Council approval of the supplemental agreement in an amount of $50,000, for additional services associated with the Del Rio Multi-Use Trail Project. The revised not-to-exceed amount of the agreement will be increased to $200,000.
