Description/Analysis

IssueDetail

Issue Detail: The playground structure at Earl Warren Park was destroyed by fire in July 2025. City staff recommend establishing the Earl Warren Park Playground Replacement Project (L19116900) and increasing the expenditure budget in L19116900, up to $350,000, based on insurance proceeds received by the City. The first $100,000 will be used to begin the demolition and removal of the burnt structures, and to develop construction documents for the replacement of the playground.

The restroom building at Miller Park was destroyed by fire in November 2024. City staff recommend increasing the expenditure budget in L19706000 for Miller Park, up to $100,000. The $100,000 will be used to begin the demolition and removal of the burnt structures, and to develop construction documents for the replacement of the restroom building.

The Tanzanite Futsal court lighting project includes lighting of parking lot, pedestrian walkway and futsal courts. The Airfield Park Phase 2 project is complete. $300,000 to be transferred to Tanzanite Futsal Court Lighting Project to complete the project.

PolicyConsiderations

Policy Considerations: City Council approval is required to establish CIP projects.

As stated in City Council Resolution No. 2025-0162, Section 10.2 and 10.11, City Council approval is required to transfer funds exceeding $250,000.

Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

RationaleforRecommendation

Rationale for Recommendation: The City is the named insured on the insurance policies covering parks and expects to receive insurance proceeds due to the fires. Funding transactions are needed to replace the structures lost due to the fires.

Funding transfer to Tanzanite Futsal Court Lighting Project is necessary to award construction contract. Bids were received on December 18, 2025.

FinancialConsiderations

Financial Considerations: The reconstruction of the Earl Warren playground and replacement of play equipment is expected to cost approximately $350,000. The City is self-insured for the first $100,000 of the property loss. To begin the demolition and removal of the structure, a CIP is needed as well as budgetary authority to transfer $100,000 from the Risk Fund (Fund 6502) through the Department budget to the Earl Warren Park Playground Replacement Project (L19116900),(Fund 1001), and an additional $250,000 from Park Impact Fee Fund (Fund 3204) available fund balance to the Earl Warren Park Playground Replacement Project (L19116900).

It is anticipated that the additional cost above the first $100,000 will be reimbursed by the City’s third-party insurance provider and the amount of the reimbursement will be budgeted in the project. The $250,000 budget from the Park Impact Fee Fund will be returned to Park Impact Fee Available Fund Balance if and when the third-party reimbursement is received.

The demolition and removal of the burnt structure and development of construction documents for the Miller Park Restroom is expected to cost approximately $100,000. The City is self-insured for the first $100,000 of the property loss. Authority is needed to transfer $100,000 from the Risk Fund (Fund 6502) through the Department budget to the Measure U Park Improvements (L19706000), Fund 1001 for Miller Park Restroom Replacement Project.

It is anticipated that the additional cost above the first $100,000 will be reimbursed by the City’s third-party insurance provider and the amount of the reimbursement will be budgeted in the project.

The Airfield Park Phase 2 project is complete. We are requesting $300,000 from the project in the Park Impact Fee Fund to be transferred to Tanzanite Futsal Court Lighting Project to complete the project.
