Description/Analysis

IssueDetail

Issue Detail: Salary Increase

On August 25, 2026, the City Council performed a performance evaluation of the City Treasurer, John Colville.  On that same date, also in closed session, the City Council agreed to have the Mayor enter negotiations on a salary increase for the City Treasurer. The Mayor and Mr. Colville were able to agree on a new salary. As a result of those negotiations, the Mayor and staff are recommending a salary increase of five percent (5%) for Mr. Colville, resulting in a new salary of $301,078.54 per year.

Salary Schedule

Since the City Treasurer, City Auditor, and City Clerk’s new salaries will exceed the currently approved salary ranges for those classifications, the Citywide salary schedule must be amended. Approval of this item updates the salary schedule to implement the negotiated wage increases.

The amended salary schedule also corrects errors to the salary schedule approved on September 15, 2026 for unrepresented classifications and establishes salary ranges that are financially prudent while providing appropriate flexibility within each range to support salary administration. The corrections include restoring the minimum salary for the Mayor and Council classifications to the previously approved rate. The revised ranges maintain the approved maximum salaries while establishing minimum salaries that provide a consistent and sustainable range structure.

The California Code of Regulations requires that the City Council adopt the City’s Salary Schedule at a public meeting (2 CCR § 570.5). This obligation arises whenever salary ranges are changed to ensure that salary rates are transparent and publicly available. These publicly adopted rates are used by California Public Employees’ Retirement System (CalPERS) to determine the appropriate compensation earnable for each City employee when calculating their pension benefit. The specific changes to the City’s Salary Schedule are presented in two versions, a red-lined version showing only changes to the Salary Schedule as Attachment 2, and a clean copy of the City’s complete Salary Schedule is included as Exhibit A to the Resolution.

Government Code § 54953

Government Code section 54953 requires that prior to taking final action, the legislative body must orally report a summary of the recommendation for final action on salaries, salary schedules, or compensation paid in the form of fringe benefits of a local agency executive during the open meeting in which the final action is to be taken. Local agency executives are defined in Government Code section 3511.1 (d), and the City Treasurer meets the local agency executive definition.
