Recommendation: Adopt a Resolution: 1) authorizing the City Manager or designee to increase the revenue and expenditure budget of the Floodgate Modernization Project (T15255200) by $773,000 (Other Capital Grants, Fund 3704); 2) authorizing the City Manager or designee to transfer $170,000 (Roadway Maintenance and Rehabilitation Act, Fund 2036) from the expenditure budget of the Transportation Corridor Program (R15200000) to the expenditure budget of the Floodgate Modernization Project (T15255200); and 3) authorizing the City Manager or designee to execute Supplemental Agreement No. 5 with Mead and Hunt to City Agreement No. 2025-0287 for an amount not-to-exceed $638,694, bringing the agreement’s total not-to-exceed amount to $1,301,996.

Issue Detail: The Floodgate Modernization Project (T15255200) will provide necessary repairs, updates, and modernization to ten existing floodgates on the secondary levee system that runs from the Sacramento River to Folsom Boulevard including:
• 12th Street at Union Pacific Railroad (UPRR) underpass between B and C Streets
• 16th Street at UPRR between A and C Streets
• 19th Street bike trail north of C Street
• UPRR rail line at 19th Street north of C Street
• Business 80 (Capital City freeway) southeast of American River overcrossing
• McKinley Village Way at UPRR underpass
• H Street near Elvas Avenue
• J Street near Elvas Avenue
• Hornet Crossing trail near Elvas Avenue and 65th Street
• Folsom Boulevard between Elvas Avenue and Ramona Avenue
The Department of Public Works (Department) successfully applied for a Local Transportation Climate Adaptation Program (LTCAP) grant to fund improvements at these locations. The Department advertised a Request for Proposals (RFP) for the selection of a consultant firm or team to complete environmental clearance, final engineering, and construction support for the implementation of the improvements identified in the LTCAP grant and awarded a contract to Mead and Hunt (City Agreement No. 2025-0287).
The project has finished environmental clearance and $773,000 in LTCAP funding has been authorized for final engineering by the California Transportation Commission. City Council action is required to allocate these funds, transfer the necessary local funds for the grant match, and authorize executing a supplemental agreement with Mead and Hunt for final engineering services.

Policy Considerations: The actions requested herein are consistent with City General Plan emergency management goal PFS-2.2 (Critical Infrastructure) by maintaining existing floodgates that will protect residents, property, evacuation routes, and emergency access during a natural disaster.
The Sacramento City Code Section 4.04.020 and the City Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements, and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to City Council action. This item was published for 10-day review on August 7, 2026, in compliance with the City Code.

Environmental Considerations: The City of Sacramento Environmental Planning Services Division has reviewed this project and determined it is exempt from the provisions of CEQA under Class 1 and 2 of Sections 15301 and 15302.
Caltrans has reviewed the project and determined it is excluded from the provisions of NEPA under 23 CFR Part 771, Activity 22.

RationaleforRecommendation
Rationale for Recommendation: City Council action is required to allocate grant funding and execute a supplemental agreement with Mead and Hunt to complete final design for the Floodgate Modernization Project. The Sacramento City Code section 3.04.020(B) states that any single contract amendment that increases the contract amount by more than $250,000 requires City Council approval. Approval by the City Council is required to authorize the execution of Supplemental Agreement No. 5 as it is more than $250,000.

Financial Considerations: The estimated cost to complete environmental clearance and final design for the Floodgate Modernization Project (T15255200) is $1,780,000. With approval of $773,000 (Other Capital Grants, Fund 3704) from the Local Transportation Climate Adaptation Program, and the transfer of $170,000 (Roadway Maintenance and Rehabilitation Act, Fund 2036) from the expenditure budget of the Transportation Corridor Program (R15200000), there will be sufficient funding to complete the final engineering phase for the Floodgate Modernization Project (T15255200).
Additional grant funding for the construction phase will be appropriated in the future as final design is completed.
