Description/Analysis
IssueDetail
Issue Detail: The Department of Youth, Parks & Community Enrichment (YPCE) is recommending the award of a contract to TJR Resources, Inc. for the Mangan Park Walkway Improvements Project. Mangan Park is an 8.29-acre neighborhood park located at 2140 34th Avenue, in Community Plan Area 2, Council District 5. The improvements will consist of concrete walkways, ADA-accessible concrete ramps, irrigation system modifications, and minor turf repair.
The formal bid process for this project has been completed, and TJR Resources, Inc. has been selected as the lowest responsible and responsive bidder.
Construction of the Mangan Park Walkway Improvements Project is expected to be completed in Winter 2026.

PolicyConsiderations
Policy Considerations: City Code Chapter 3.56 provides that City Council approval is required to enter into construction agreements over $250,000. Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.
End
EconomicImpacts
Economic Impacts: The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
The park construction project, in the amount of $361,356 is expected to create 1.44 jobs (0.83 direct jobs and 0.61 indirect jobs through indirect and induced activities). Furthermore, it will create $223,113 in total economic output ($140,630 of direct output and $82,483 of output through indirect and induced activities).
End
EnvironmentalConsiderations
Environmental Considerations: The Community Development Department, Environmental Planning Services Division has reviewed this project and determined that it is exempt from the provisions of the California Environmental Quality Act (CEQA) consistent with CEQA Guidelines Section 15061(b)(3).
The proposed improvements at the Mangan Park Facility are de minimis and would have otherwise qualified as categorically exempt from further environmental review if not for the Park being listed as a cleanup program site by the California Department of Toxic Substances Control (DTSC) for the site’s past use a rifle and pistol range and the potential for lead contamination. The project site has undergone extensive cleanup efforts and received confirmation from Sacramento County Environmental Management Department (SCEMD) and State Department of Toxic Substances Control that the subject property has met clearance standards in accordance with Title 17 of the California Code of Regulations, Division 1, Chapter 8, and that no further cleanup is required at this time.
While the Mangan Park Facility remains listed by DTSC as a cleanup program site because of the previous cleanup and remediation efforts, City Staff received confirmation by SCEMD and DTSC that the site meets clearance standards for hazardous material. The Environmental Planning Division determined that it can be seen with certainty that there is no possibility that the Mangan Park Walkway Improvements Project may have a significant effect on the environment.

Sustainability
Sustainability: The Mangan Park Walkway Improvements Project has been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2040 General Plan, the 2018 YPCE Strategic Plan, and the Parks Plan 2040. The park will advance the goals, policies, and targets of these plans by improving the health of residents through access to a diverse mix of wellness activities.

Pursuant to City Code Sections 3.56.020, it was determined that TJR Resources, Inc. offered the lowest responsive bid (based on the base bid plus additive alternates) and is a responsible bidder. The contract is recommended to be awarded for the base bid, additive alternate 1, and 2 in the amount of $361,356.
The Engineer’s Estimate for the base bid with additive alternates was $442,119.
