Description/Analysis
IssueDetail
Issue Detail: The proposed Cost of Living Adjustment (COLA) and changes to salary and benefits will ensure that exempt (unrepresented) and confidential classifications will remain competitive in the marketplace. In staff review of the cost of living indexes, it is evident that housing, fuel, and transportation costs are increasing somewhat rapidly in our region and contributing to the increase in overall cost of living. Housing costs are the highest contributor to the recent increases in the indexes. Furthermore, all represented employees in in the American Federation of Local, County, State and Municipal Employees (AFSCME) are scheduled to receive a 3.5% COLA on January 1, 2025.
This report recommends the approval of the salary and benefit changes covering confidential and exempt (unrepresented) SHRA employees and approves the changes to the SHRA Personnel Rules. The changes being made to the Personnel Rules are due to updated SHRA policies and federal and state labor and employment laws. Minor changes also include clarification of language to the previously adopted Personnel Rules and job classification updates to the Personnel Rules.
• Effective January 1, 2025, all SHRA unrepresented and confidential employees (excluding the Executive Director) shall receive a 3.5% salary range increase.
• The changes to the Amended SHRA Personnel Rules are presented in two versions, Exhibit A, a red-lined version, and Exhibit B, a clean copy. These are to be effective January 1, 2025.
Salary Schedules: The California Code of Regulations requires that the City Council and Housing Authority adopt the Agency’s Salary Schedule at a public meeting (2 CCR 570.5). This obligation arises whenever the salary ranges are changed to ensure that salary rates are transparent and publicly available. California Public Employee’s Retirement System (CalPERS) uses these publicly adopted rates to determine the appropriate compensation earnable for each Agency employee when calculating their pension benefit. The final, comprehensive Agency-Wide Salary Schedule is attached to the Resolutions as Exhibit C.
