Description/Analysis
IssueDetail
Issue Detail: Staff recommends Council approve an agreement with Brown and Caldwell for the engineering design and project coordination services for the Sump 107 Rehabilitation Project. This project has been identified as a high priority project by the Department of Utilities (DOU), through a business case evaluation performed in 2022 by Brown and Caldwell, which analyzed multiple alternatives to improve the pump station’s reliability and performance, while also considering accessibility, maintenance, construction risks, consequence of failure, and alignment with the City’s goals. Services for this contract include, but are not limited to, preliminary and final design engineering; construction document preparation; and bidding and construction support.
Sump 107 is a critical part of the Combined Sewer System (CSS) and receives both wastewater and drainage flows from Sacramento’s Old Town area and the adjacent Embassy Suites. Sump 107 was initially constructed in 1967 and was later upgraded in 1990, coinciding with the construction of the office building that now sits atop the sump station. This project will involve strong collaboration and stakeholder engagement among the City, Brown and Caldwell, the office building management, and all other relevant parties to ensure project success. The initial design concept for Sump 107 includes, but is not limited to, the installation of three submersible pumps, a new permanent generator, replacement of the check valve at the sump inlet, removal and replacement of the inlet manhole with a sealed cover, HVAC system modifications, and installation of a new access hatch. This project will help improve the station’s functionality and reliability and City Staff’s ability to perform maintenance.

RationaleforRecommendation
Rationale for Recommendation: On November 14, 2024, a Request for Proposal (RFP) (#P24141311043) was advertised and issued on PlanetBids for engineering services on the Sump 107 Rehabilitation Project. On the due date of December 19, 2024, three (3) proposals were received from the following firms:
1. Alisto Inc.
2. Brown and Caldwell
3. Stantec Consulting Services Inc.
