Description/Analysis
IssueDetail
Issue Detail: The Marysville Boulevard Vision Zero Safety Project (T15216300) is located on Marysville Boulevard between Arcade Boulevard and North Avenue. The project’s limits were identified in the Vision Zero Top 5 Corridors Plan as one of the top 5 corridors in the City with the highest number of fatal and serious crashes. Improvements identified for the Marysville Boulevard corridor include a road diet, bicycle lane gap closures, upgrading existing bike lanes to protected bike lanes, sidewalk improvements, pavement repair, upgrading existing unsignalized intersections to controlled crossings, modifying existing traffic signals, a new pedestrian signal, and signing and striping.
While the long-term corridor-wide improvements on Marysville Boulevard are being developed, the City is also seeking construction funding to implement this mile-long corridor. In 2025, the City established a “Phase 1” Quick Build Safety Program (T15255300) to implement interim Phase 1 safety measures that can be deployed sooner in more complex, high-priority locations while corridor-wide improvements are being designed.
The Marysville Boulevard Vision Zero Safety Quick Build (Phase 1) project is on Marysville Boulevard, from Los Robles Boulevard to Harris Avenue. Phase 1 is a 0.5-mile segment of the overall corridor project which includes the construction of a road diet, reducing travel lanes from four-to-two lanes; adds protected and Class II buffered bike lanes; adds limited on-street parking; adds high visibility pedestrian crosswalks at the intersections at Roanoke Avenue and Grand Avenue; and includes minor traffic signal modifications, signing, and pavement slurry seal.
Plans and Specifications for the Marysville Boulevard Vision Zero Safety Quick Build (Phase 1) Project were completed.
The Project was advertised for construction, and a total of six bids were received on November 19, 2025. Martin General Engineering, Inc. was identified as the lowest responsive and responsible bidder.

PolicyConsiderations
Policy Considerations: The actions requested herein are necessary for the construction of the Marysville Boulevard Vision Zero Quick Build Phase 1 Project, which is consistent with the City’s goals of improving and expanding public safety and enhancing livability. These actions are consistent with the following goals as identified in the General Plan:
M-4.3 Vision Zero: The City shall utilize a data driven, “vision zero” approach to eliminate all traffic fatalities and severe injuries by 2027, while increasing safety, health, and equitable mobility for all.
M-1.9 Equitable Processes and Outcomes: The City shall ensure that the transportation system is planned and implemented with an equitable process to achieve equitable outcomes and investments so that all neighborhoods one day will have similar levels of transportation infrastructure such as sidewalks, marked low stress crossings, and bikeways.
M-4.1 Application of Safety: The City shall design, plan, and operate streets using complete streets principles to ensure the safety and mobility of all users.
M-4.2 Safer Driving Speeds: The City shall work to maximize the safety of the transportation network by designing streets for lower driving speeds and enforcing speed limits in an unbiased manner as well as promoting safer driving behavior.
These improvements will accommodate cyclists with varying experience levels and abilities, will improve pedestrian safety, and may calm traffic speeds. This project is also consistent with the City’s Vision Zero efforts, the goal of which is to eliminate traffic fatalities and serious injuries (Resolution No. 2017-0032). These streets are on the High Injury Network, and in addition to installing bicycle facilities, the project will also improve visibility to pedestrians and bicyclists at intersections.
The actions requested are consistent with section 3.56.090 of the Sacramento City Code which requires that all contracts involving an expenditure of $250,000 or more must be approved by the City Council.

EconomicImpacts
Economic Impacts: This project is expected to create 3.28 total jobs (1.89 direct jobs and 1.39 jobs through indirect and induced activities) and create $506,566 in total economic output ($319,292 of direct output and another $187,274 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

EnvironmentalConsiderations
Environmental Considerations:
California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division has determined that this project which consists of pedestrian and bicycle facilities, including new facilities is exempt under Statutory Exemption Section 21080.25(b)(1). The project is categorically exempt under State Class 1 and Sections 15301 and 15304 as a project that consists of the operation, repair and minor alteration of existing public facilities, mechanical equipment, and topographical features including existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities.
The Notice of Exemption for the project was filed by the Sacramento County Clerk on September 12, 2025.
End
Sustainability
Sustainability: The project is consistent with sustainability goals of optimizing the transportation system and developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian system. Transportation is also responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe and bikeable transportation alternatives helps to reduce single-occupant vehicle use and will contribute towards Sacramento’s climate change goals.
