Description/Analysis

IssueDetail

Issue Detail: The Norwood Intelligent Transportation Systems (ITS) Project (T15255000) will modernize traffic signal and communications infrastructure at 19 signalized intersections and install fiber-optic conduit along Del Paso Road, Main Avenue, Norwood Avenue, and Grove Avenue from Northgate Boulevard to Del Paso Boulevard. The project will replace end-of-life traffic signal equipment and outdated communications infrastructure with modern Internet Protocol (IP) fiber-based communications, network switches, signal cabinets and controllers, traffic surveillance cameras, and standardized traffic signal poles. The project will also improve multimodal safety through upgraded vehicle and bicycle detection, yellow reflective-bordered signal heads, pedestrian countdown signal heads, and accessible pedestrian signal push buttons.

The existing traffic signal equipment along the corridor is at or near the end of its useful life and lacks network connectivity to the City’s Traffic Operations Center. Without this connectivity, the City has limited ability to remotely monitor traffic conditions, identify equipment or operational issues in real time, and make timely operational adjustments. Modernizing the corridor will improve system reliability and operational efficiency, reduce maintenance associated with obsolete equipment, and provide the communications infrastructure necessary to support future Intelligent Transportation Systems (ITS) applications, including Transit Signal Priority and Emergency Vehicle Preemption. The project will also install accessible pedestrian signals and pedestrian countdown signal heads at intersections where these features are not currently provided, improving accessibility and bringing the corridor into compliance with current requirements.

The project requires specialized expertise in ITS, traffic signal systems, fiber-optic communications, networking, and electrical design, as well as concentrated design resources necessary to advance the project within the schedule associated with available grant funding. Existing City engineering staff are assigned to active capital projects, transportation programs, operational responsibilities, and other funded commitments and do not have sufficient available capacity to absorb the full design effort without affecting delivery of other City priorities. Consultant services supplement, rather than replace, City staff by providing project-specific expertise and additional design capacity. City staff retain responsibility for project management, technical oversight, review and approval of consultant work, coordination with City operations and stakeholders, and ensuring compliance with City standards and requirements.

The City competitively solicited proposals from qualified engineering consulting firms for project design services. Three firms submitted proposals, and a selection panel comprised of Department of Public Works staff evaluated the proposals in accordance with the established criteria and selected Kimley-Horn and Associates, Inc. as the highest-ranked firm. The City executed a professional services agreement with Kimley-Horn on June 5, 2025, for preliminary engineering and environmental clearance.

Preliminary engineering and environmental clearance have been completed using initial funding from the Sacramento Area Council of Governments (SACOG) Regional/Local funding program. Additional State funding has subsequently been allocated by SACOG, and local matching funds have been programmed to advance the project through final design and right-of-way clearance. Continuing with Kimley-Horn through final design provides continuity between project phases, preserves the technical knowledge and work developed to date, and avoids additional time and cost associated with procuring and transitioning the project to another design team.

Approval of the proposed budget adjustments and Supplemental Agreement No. 2 to City Agreement No. 2025-0547 will provide the funding and professional engineering services necessary to complete final design and right-of-way clearance and position the project for construction.

PolicyConsiderations

Policy Considerations: The actions requested herein are consistent with the City of Sacramento’s 2040 General Plan goals and key policies that accommodate and promote safe and convenient travel for all users. The project will support the adaptation of intelligent transportation systems infrastructure (M-6.1), incorporate new design features that improve the transportation system (M-6.6), improve traffic management (M-3.3), and use data to manage and enhance the transportation system (M-6.4).

EnvironmentalConsiderations

Environmental Considerations:

California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division has determined that this project is categorically exempt from the provisions of the CEQA under State Class 1, 3, and 4 and Section Numbers 15301(b)(c), 15303(d), and 15304(f).

The project consists of: the operation, permitting, and minor alteration of existing public facilities used to provide utility services such as wired connectivity within existing City streets, sidewalks, and other City public rights-of-way; the construction, location and installation of small new equipment (fiber optic lines) including water main, sewage, electrical, gas, or other utility extensions, including street improvements of reasonable length to serve such construction. The project consists of the minor trenching for the installation of fiber optic lines, and backfilling where the surface will be restored. Consistent with the 2040 General Plan and certified Master EIR (Resolution No. 2024-0065), the project would not fall within any of the categories of exceptions described in CEQA Guidelines Section 15300.2.

Sustainability

Sustainability: This project is consistent with the City’s Sustainability Master Plan goals to improve and optimize the City’s transportation infrastructure through enhancing the pedestrian and vehicular facilities in the public right-of-way and reducing vehicle delay and improving operational efficiency at intersections along Norwood Ave.

RationaleforRecommendation

Rationale for Recommendation: Approval of the recommended budget adjustments and Supplemental Agreement No. 2 will provide the funding and professional engineering resources necessary to complete final design and right-of-way clearance for the ITS Norwood Project. Kimley-Horn and Associates, Inc. was competitively selected and has completed the preliminary engineering and environmental clearance for the project. Continuing with the same consultant provides continuity through final design, preserves the technical knowledge developed during the earlier phases, and avoids additional time and cost associated with transitioning the project to another design team.

The supplemental agreement will provide specialized ITS, traffic signal, fiber-optic communications, network, and electrical design expertise and additional design capacity that cannot be accommodated within existing City staff workloads without affecting other funded projects and operational priorities. City staff will continue to provide project management, technical oversight, review and approval of consultant work, and ensure compliance with City standards and requirements.

The recommended actions will allow the City to maintain the project schedule, utilize available grant funding, complete design and right-of-way clearance, and position the project for construction. City Council approval is required pursuant to City Code Chapter 3.04.020 for a supplemental contract that will increase the total not to exceed amount to $250,000 or more.

FinancialConsiderations

Financial Considerations: The estimated cost to complete design and right-of-way clearance including preliminary engineering for the ITS Norwood Project (T15255000) is $1,186,000. Currently, there is $350,000 loaded in this project. With the addition of $536,000 (Other Capital Grants, Fund 3704) in SACOG State grant funding and the transfer of $300,000 (Major Street Construction, Fund 2007) from the State and Federal Grant Match Project (T15007200), there will be sufficient funding to complete the design and right-of-way phase.

There is sufficient funding within the State and Federal Grant Match Program (T15007200) to support the transfer of $300,000 (Major Street Construction, Fund 2007) to the ITS Norwood Project (T15255000). Additional funds for construction will be added at the time of the construction contract award.

There is no General Fund planned or allocated for this project.
