Recommendation: Adopt a Resolution: 1) approving the use of the Omnia Partners cooperative contract with Kone, Inc. (Contract No. EV2516) to enter into a stand-alone contract for the Sacramento Memorial Auditorium Elevator Modernization of the freight elevator in an amount not-to-exceed $380,000; 2) authorizing the City Manager or designee to transfer $179,954 from the 2018 TOT Revenue Tax Exempt Bond Fund (M17100100, Fund 6330) and $200,046 from the 2018 TOT Revenue Taxable Bond Fund (M17100100, Fund 6331) from the expenditure budget of the Convention Center Complex Renovation Project (M17100100) to the Memorial Auditorium Improvement Project (M17101000); and 3) authorizing the City Manager or designee to execute the contract specified above.

Issue Detail: The Sacramento Memorial Auditorium freight elevator was installed when the building was constructed in 1927. The elevator operates using a water hydraulic system, a technology that was largely phased out in the 1950s and replaced by oil hydraulic systems. General industry guidance recommends elevator modernization after approximately 20 to 25 years of service. At nearly 100 years old, the existing elevator has significantly exceeded its recommended service life.
Due to the age of the system, many replacement parts are obsolete, difficult to obtain, expensive, or no longer supported by manufacturers. Continued reliance on outdated equipment increases the risk of service interruptions, higher repair costs, and extended downtime. All of which could disrupt events scheduled at the Sacramento Memorial Auditorium. Modernization is necessary to improve reliability, maintain accessibility, and support continued use of the facility.
To minimize operation impacts, staff plan to coordinate construction activities around scheduled events at the Sacramento Memorial Auditorium to the greatest extent feasible. Staff anticipate the elevator modernization project will be completed by the end of April 2027.

Policy Considerations: The recommendations in this report are consistent with City Code Section 3.56.090, which states that all contracts involving an expenditure of $250,000 or more require approval by City Council.

EconomicImpacts
Economic Impacts: No negative economic impacts are anticipated as part of the freight elevator project. The construction schedule has been coordinated with the existing event calendar to ensure continuity of operations, and all revenue-generating activities are expected to proceed without interruption. Staff will continue to book events as planned and will work proactively with contractors to address any scheduling conflicts that may arise.
A relocation plan has been established for equipment currently stored in the basement, ensuring that event set-up on the main floor and stage remains unaffected. No public-facing areas, offices, dressing rooms, or other event-production spaces will be impacted. All work is confined to the basement and limited to equipment storage areas.
A contingency plan is in place should unforeseen construction delays occur, including temporary schedule adjustments, alternative equipment storage solutions, and coordination with event organizers to maintain operational continuity and protect revenue streams.

Rationale for Recommendation: Kone, Inc. currently provides elevator/escalator maintenance and repair services for the City of Sacramento through their Omnia Partners Cooperative Contract No. EV2516.
After reviewing the available contract options, the Convention and Cultural Services Division has determined that using the cooperative purchase agreement will result in a cost-effective way to deliver the elevator modernization of the freight elevator at the Sacramento Memorial Auditorium. The cooperative contract executed by Omni Partners was competitively bid and allows the City to receive greater discounts due to a higher contract volume than the City would receive if issuing its own bid. Staff recommend the approval of the contract.
In an ongoing effort to maximize cost savings and staff resources, many government agencies share contracting efforts through cooperative purchasing. This procurement approach increases pricing competitiveness and lowers operating costs through volume buying. When comparing the administrative costs of procurement, staff consider product research, source selection, specifications, advertising, staff reports, awarding, protest, and administration of the contract. It is often more cost-effective to eliminate the cost and time spent on these administrative processes and award contracts through a cooperative purchasing program.
The City has used both regional and national cooperative purchase agreements to complement its own contracting initiatives. Cooperative purchasing enables City departments to evaluate a broader range of contracting opportunities and to share resources with other jurisdictions. Cooperative purchasing also leverages internal and external resources to maximize cost savings opportunities for the City.

Financial Considerations: The estimated total project cost to fully modernize the freight elevator at the Sacramento Memorial Auditorium is $380,000.
