Description/Analysis

IssueDetail

Issue Detail: The Department of Public Works Facilities and Real Property Management Division is seeking approval to award a construction contract to Adams Pool Specialties in an amount not to exceed $594,921 for Southside Park Pool Renovation.

The Southside Park Pool currently has a fiberglass finish that has deteriorated beyond its useful life, leading to the closure of the pool during the critical summer swim months. The degraded finish allows fibers to leach into the pool water, posing potential health risks to users.

To address these issues, the planned improvements involve removing the existing fiberglass finish, tiles, and other surfaces. The renovation will include installing new tiles, pool markings, depth markers, rope anchors, main drain covers, wall inlets and other fitting covers. All surfaces will be  prepared for a new white plaster finish to ensure safety and functionality.

PolicyConsiderations

Policy Considerations: The recommendations in this report are in accordance with the provisions of City Code Chapter 3.60. which requires City Council approval of contracts of $250,000 or more.

End

EconomicImpacts

Economic Impacts: The recommended contract is expected to create 4.40 total jobs (2.80 direct jobs and 1.61 jobs through indirect and induced actives) and create $580,953 in total economic output ($372,406 of direct output and another $208,547 of output through indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER).  CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period.  Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

FinancialConsiderations

Financial Considerations:  There is sufficient funding in the Southside Park Pool Repairs project (L19706500) (Fund 2401, Measure U and Fund 3204, Park Development) to award the contract to Dave Gross Enterprises Inc. dba Adams Pool Specialties, in the amount of $594,921 and cover the remaining project costs.

Due to the forecasted structural budget gap, the City Manager has directed City departments to minimize costs and for all new contracts to receive an additional level of scrutiny to ensure they are necessary for the operation of the City.  This contract has been reviewed and approved by the City Manager’s Office to advance to Council for approval.
