Description/Analysis

IssueDetail

Issue Detail: The City of Sacramento has completed preliminary design and environmental clearance for the Franklin Boulevard Complete Street project, which proposes a lane reduction and active transportation improvements between Sutterville Road and 38th Avenue. The segments between Sutterville Road and 32nd Avenue were advanced through design as “Phases 1 and 2” and is currently under construction. This project is the “Phase 3” project, located between 32nd Avenue and the city/county limits near 38th Avenue, and is the final phase of the larger corridor vision.

The Phase 3 project has been awarded State funding through the Active Transportation Program for the preparation of plans, specifications and estimates (PS&E), and right-of-way (ROW) services. The establishment of the Franklin Blvd Complete Streets Phase 3 Project (T15255600) was approved by Council, and the grant funding for the PS&E phase was loaded on November 18, 2025. The project was awarded $420,000 for the right-of-way (ROW) phase through the Active Transportation Program and must be loaded into the project to begin the ROW activities.

A solicitation for professional services was advertised to competitively select a consulting firm to provide professional services for the preparation of PS&E and ROW for the Franklin Boulevard Complete Street Phase 3 project. The Bennett Engineering Services team was determined as the highest-ranked consulting firm to perform the required services, and a professional services agreement for final design services was executed on June 24, 2025, and ratified on November 18, 2025, following the rescinding of Resolution No. 2025-0190 for an administrative correction.

The ROW funding was programmed for a later fiscal year, so the execution of the agreement for ROW services was deferred. The execution of Supplemental Agreement No. 1 is necessary to begin ROW activities.

PolicyConsiderations

Policy Considerations: The actions requested herein are consistent with the City’s 2040 General Plan for improving and expanding public safety, creating walkable communities, and enhancing overall livability. Specific goals the project addresses are as follows:

M-1.11 - Increase Bicycling and Walking. The City shall strive to increase bicycling and walking citywide so that it can meet its equity, reduced vehicle miles traveled, and sustainability goals.

The actions requested are also consistent with City Council’s adopted guidelines for transportation funding, meeting the following criteria: safety; maintaining a state of good repair; promoting reductions in vehicle-miles-traveled and greenhouse gas reductions; mobility solutions for youth; and equity.

EnvironmentalConsiderations

Environmental Considerations:

California Environmental Quality Act (CEQA): The City Council adopted the Franklin Boulevard Complete Street Mitigated Negative Declaration and Monitoring Plan on February 4, 2020 (Resolution 2020-0039).

This project is federally funded. In compliance with the National Environmental Policy Act (NEPA), Caltrans issued a Categorical Exclusion for the Franklin Boulevard Complete Street project on March 16, 2020.

National Environmental Policy Act (NEPA): The project completed NEPA environmental clearance on March 16, 2020. Project development included robust public and stakeholder engagement and resulted in the development of the Franklin Boulevard Complete Street Plan.

End

Sustainability

Sustainability: The proposed project supports City Council’s sustainability priorities. The transportation sector accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips. The project would increase active transportation, reduce vehicular trips, and help ensure more efficient vehicular flow. These actions will reduce greenhouse gas emissions and help improve local air quality.

Commission/Committee Action

Commission/Committee Action: None.

RationaleforRecommendation

Rationale for Recommendation: The City Council action is required to perform the budgetary adjustments and authorize the City Manager to execute the supplemental agreement for ROW services needed to deliver the ROW phase of work for the Franklin Blvd Complete Streets Phase 3 Project (T15255600).

End

FinancialConsiderations

Financial Considerations: The estimated cost to complete the PS&E and ROW phases of work for the Franklin Blvd Complete Streets Phase 3 project is $2,413,000. By increasing the revenue and expenditure budgets of the Franklin Blvd Complete Streets Phase 3 (T15255600) by $420,000 (Other Capital Grants, Fund 3704), there will be sufficient funding to award and execute Supplemental Agreement No. 1 for an amount not to exceed $282,177 with Bennett Engineering Services, Inc. and complete the PS&E and ROW phases for the Franklin Blvd Complete Streets Phase 3 project.

End

LocalBusinessEnterprise

Local Business Enterprise (LBE): Bennett Engineering Services, Inc. does not meet the criteria to be considered a Local Business Enterprise by the City, but they have a local office in Sacramento.

Background

Background: The Franklin Boulevard Complete Street Phase 3 Project, located on Franklin Boulevard between Sutterville Road/12th Avenue and 32nd Avenue, is the final segment of the Complete Street project which will transform Franklin Boulevard into an active transportation-friendly main street that meets the mobility needs of its disadvantaged residents and supports community economic development and smart growth principles.

This project will provide significant improvements in bicycle and pedestrian facilities and traffic calming to the South City Farms neighborhood and Franklin Boulevard Business District, collectively referred to as the “Franklin District”, an underserved community within a few miles of Downtown Sacramento which has seen little investment over the decades. The Franklin District is home to a low-income, historically-immigrant community which lacks connectivity and mobility options. Although Franklin Boulevard serves as the "main street" for this community, it often operates as a commuter bypass route for State Route 99. Franklin Boulevard currently has four wide travel lanes, no bike lanes, attached sidewalks with no shade, and infrequent pedestrian crossings. This project will improve safety and mobility for users of all ages, incomes, and abilities, and will improve access to schools, community centers, church, shopping, services, and jobs.

The construction phase for the segment between Sutterville Road and 32nd Avenue began in Fall 2024. This project has received state funding through a grant from the Active Transportation Program (Cycle 6) for design and right-of-way for the Phase 3 segment between 32nd Avenue and the city limits near 38th Avenue, which will complete the full vision of the grassroots-led Franklin Boulevard Complete Street Plan.

The project will include a reduction in travel lanes from four to two with a center turn lane; pavement rehabilitation; Class IV protected bikeways separated from vehicle lanes by vertical curbs and refuge islands; modified traffic signals; and improved pedestrian facilities including crosswalks, pedestrian-scale lighting, buffer planters, shade trees, and accessibility improvements. This project will improve safety and mobility for users of all ages, incomes, and abilities, and will improve access to schools, shopping, services, health care, bus and rail transit, jobs, and many other community resources. The City/County limits are located just south of 38th Avenue, and the limits also run along the centerline of the roadway for a portion of the project limits, with the City of Sacramento to the west and County of Sacramento to the east. The project will conform to the existing four-lane roadway cross-section south of 38th Avenue, within County limits. Preliminary coordination with the County occurred during the preliminary engineering and environmental clearance phase, and prior to the submittal of the grant application for final design. Ongoing coordination with the County will be necessary.
