Recommendation
Recommendation: Adopt a City Council Resolution authorizing the Sacramento Housing and Redevelopment Agency (SHRA) as lead applicant and the City of Sacramento as its co-applicant, to: 1) submit an application to the California Strategic Growth Council for a Transformative Climate Communities (TCC) Planning Grant in the Amount of $300,000; 2) if awarded, delegate authority to SHRA, as lead applicant, to execute all necessary grant-related documents in coordination with the City of Sacramento; 3) authorize SHRA and the City of Sacramento to enter into a Memorandum of Understanding related to administration of the TCC grant; and 4) make related findings.

Issue Detail: SHRA and the City of Sacramento are eligible to apply for a Round 6 Transformative Climate Communities (TCC) Planning Grant, on behalf of the West Broadway neighborhood. Both SHRA and the City have previously led community planning efforts in this neighborhood, but to date, no major improvement plans or projects have moved forward. The TCC grant will be used to build upon past efforts and to achieve a consensus for future redevelopment.
Over the past eight years, the State of California’s TCC Program has awarded $500 million in 40 communities to support community led initiatives, including $23 million to Sacramento’s River District in 2018. The TCC program objectives are to achieve significant reduction in greenhouse gas (GHG) emissions, to improve public health and to expand economic opportunity and shared prosperity. The maximum Planning Grant amount is $300,000 and the grant application is due in September 2026.
As a successful TCC grant awardee in 2018, the new City/SHRA application will earn one extra scoring point. If awarded, the Planning Grant will be used to create a shared vision for the West Broadway neighborhood that will prepare it for future funding opportunities from the TCC program including Development Grants for infrastructure, and Implementation Grants for major projects, in amounts that range from that range from five to twenty-seven million dollars. The funds will be used to pay for grant administration staff, public meetings and events, and services provided through consultants, community organizations and non-profits. Grant awards will be announced in early 2027, and the grant performance period is two years.

Policy Considerations: The recommended actions are consistent with: 1) the 2021-2029 Housing Element, Policy H-2.3, “Assist in the Development of Affordable Housing” which encourages the provision of a variety of quality housing types to support neighborhood stability; 2) the West Broadway Specific Plan adopted August 25, 2020; 3) the 2007 Asset Repositioning Strategy of the City and County Housing Authorities; 4) the 2026 City of Sacramento Housing Authority Annual PHA Plan; and 5) the City of Sacramento 2025-2029 Consolidated Plan.

Environmental Considerations:
California Environmental Quality Act (CEQA): Pursuant to Cal. Code Regs., tit. 14., section 15378 subds. (b)(2) and (5), the recommended actions are not considered a “project,” as they constitute administrative activities that will not result in direct or indirect physical changes to the environment. Alternatively, if a determination is made that the actions do constitute a project subject to CEQA, the recommended actions are exempt pursuant to Cal. Code Regs., tit. 14, section 15061(b)(3), as they do not have the potential to have a significant effect on the environment. Review for specific projects will be completed prior to any choice-limiting action.

Financial Considerations: The recommended funding for this project is $300,000. Up to 15 percent of the award amount may be used for indirect costs. No additional funding is required to conduct the neighborhood planning activities associated with the grant award. SHRA will administer the grant funds.
