Description/Analysis

IssueDetail

Issue Detail: The Department of Utilities, Engineering and Water Resources Division currently contracts with professional consulting firms for a variety of highly specialized professional services, including design, modeling, engineering, outreach and other professional services to supplement staff during peak workloads and provide additional expertise when required. On-call agreements are often established as “best management practices” to provide additional services to assist staff with delivering projects efficiently and effectively, on time and within budget parameters.

 

This action would authorize the City Manager or designee to enter into on-call agreements with the firms listed in Exhibit A for engineering and other construction-related services. It would also create a pre-qualified list of consultants that City staff may reach out to and solicit proposals for job-specific work and when selected enter a contract. These contracts shall have a not-to-exceed limit of no more than $250,000 for any single contract.

Policy Considerations: The recommendation in this report is in accordance with City Code Chapter 3.56 regarding contracts for professional services, which requires City Council approval of contracts of $250,000 or more.

Environmental Considerations:

California Environmental Quality Act (CEQA): Approval of the professional service contracts are not projects as defined by CEQA guidelines, Section 15378(2) and are not subject to CEQA [CEQA Guidelines Section 15060(c)(3)]. The recommended action involves no physical construction and has no potential to cause a significant impact on the environment, as the projects for which these services may be needed have not yet been specifically identified. The construction projects for which the listed consultants’ services are ultimately used will be separately analyzed under CEQA prior to construction.

RationaleforRecommendation

Rationale for Recommendation: On October 8, 2025, the Department of Utilities, Engineering and Water Resources Division issued a Request for Qualification (RFQ) for On-Call Consultant Services for Department of Utilities Engineering & Water Resources Division (Q25141325014).  The purpose of this RFQ was to develop a pre-selected list of qualified on-call consultants with expertise in highly specialized categories including Civil, Mechanical and Structural Design, Electrical Design Support, Hydrology and Hydrogeology Modeling, Flood Plain Management Support, Asset Management and Condition Assessment, Environmental Engineering and Regulatory Compliance and Public Outreach.

 

A total of 49 proposals were received and selection committees of at least 4 members, composed of subject matter experts from the Department of Utilities, evaluated and ranked the proposals based off their qualifications to complete tasks under the scope of services for each category that was provided in the RFQ. The selection committees determined that the consultants listed below are the most qualified to provide the requested services and should be included on the On-Call Consultants pre-selected list for a five-year term beginning July 1, 2026. The number of consultants selected for each category, identified by the grey highlight, was based on score, anticipated needs and expected workload.

FinancialConsiderations

Financial Considerations: When services are required, City staff will contact the pre-selected consultants on the approved on-call pre-selected list to determine their availability and suitability for the specific task. In accordance with City Code Chapter 3.56, staff will then prepare a scope of services and, as appropriate, request cost proposals from the qualified consultants. Once a consultant is identified for the work and terms are agreed upon, the City will enter into a contract with that consultant consistent with applicable procurement procedures and authorization requirements.

 

There are no General Funds allocated or planned for this project.
