Description/Analysis

IssueDetail

Issue Detail: On February 11, 2026, the Department of Youth, Parks and Community Enrichment issued Invitation for Bid No. B26191121021 for Garcia Bend Park Soccer Field Improvements. This bid was for the construction improvement that includes grading, storm water and erosion control measures, site staking, drainage, irrigation improvements, irrigation booster pump, new central irrigation controller, electrical upgrades, Bermuda turf sod, site furnishing, concrete paving, new bleacher, installation of shade trees and native drought tolerant shrubs and renovation of three existing soccer fields

Four bids were received and three bids were determined to be responsive. After the solicitation closed, it was determined the scope of project improvements are going to change. Based on the change of scope, staff is recommending that the City Council reject all bids. Staff will work with the community and council office to determine what will be included in the new project scope. Once this has been determined a new Invitation for Bid will be issued when the updated construction documents and bid documents have been completed.

RationaleforRecommendation

Rationale for Recommendation: It was determined the scope of improvements for Garcia Bend Park will be changed due to the needs of the Pocket and Greenhaven residents. An invitation for bids was issued and four bids were received and opened on February 11, 2026. Since this time, staff have obtained direction that the community would like to see this funding used for other improvements at Garcia Bend Park. Staff will update the construction documents and bid documents once the revised scope of work has been determined. Staff recommend that City Council reject all bids.

End

FinancialConsiderations

Financial Considerations: Rejecting all bids will have no impact on the City or department budgets.
