IssueDetail
Issue Detail: Staff recommends Council approve agreements with Wood Rodgers, Inc. and Brown & Caldwell for on-call professional services to provide groundwater specialist support services for the Department of Utilities (DOU). PolicyConsiderations
Policy Considerations: The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. In conformance with City Code 3.64.020, City Council approval is required to execute professional service agreements for services if the amount expended under agreement is $250,000 or more. Pursuant to the Professional Services Procurement Policy, section 1.1(c)(1), when on-call services contracts are used, the amount of the procurement is the cumulative amount of the on-call services contracts if multiple on-call services contracts are being used for the same scope of services. This item was published for 10-day review on June 7, 2024, in compliance with the City Code.

EnvironmentalConsiderations
Environmental Considerations: The proposed agreements for on-call groundwater specialist support have been determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines. Section 15061(b)(3) consists of activities covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on an environmental resource, the activity is not subject to CEQA.

Sustainability
Sustainability: The proposed project is consistent with the 2040 General Plan as it provides and maintains efficient, high-quality utility infrastructure and services to meet the needs of residents and businesses throughout the City. The applicable 2040 General Plan policies include PFS-3.4 for water distribution system management and PFS-3.2 for utility sustainability.

RationaleforRecommendation
Rationale for Recommendation: On February 21, 2024, a Request for Qualifications (RFQ) (Q24141311029) was advertised and issued on PlanetBids for On-Call Groundwater Support Services.
On the due date of March 20, 2024, three (3) Statement of Qualifications (SOQs) were received from the following firms: 1) Brown & Caldwell; 2) Carollo Engineers Inc.; and 3) Wood Rodgers, Inc.
A three-member evaluation team that included two staff members from DOU Engineering and Water Resources Division, and one staff member from the DOU Water Division, evaluated the proposals. Staff reviewed the proposals and based on their knowledge, expertise, and experience with groundwater wells, Brown & Caldwell and Wood Rodgers, Inc. were ranked as the top two firms.
The DOU Water Division is responsible for managing 30 State permitted groundwater assets for drinking water and support another 16 wells for the Youth, Parks, & Community Enrichment Department. As change occurs, urgent response needs are required to assess the condition and provide support for unexpected changes in groundwater conditions and regulations. Having available contracts to support the groundwater specialist needs allows a timely response to critical issues to ensure continued operation of the City’s groundwater wells and protection of the groundwater supply.

FinancialConsiderations
Financial Considerations: Funding for the first year of these two agreements of approximately $200,000 has been included in the proposed Fiscal Year 2024/25 DOU Budget. Funding for future fiscal years shall be subject to funding availability in the adopted budgets for the applicable fiscal year in an amount not to exceed $1,000,000 over the five-year term per contract. Purchase orders encumbering funds under this agreement will not be created until needs and funding are identified in the applicable budget (operating, capital, multi-operating, or grants).
There are no General Funds allocated or planned for this agreement.
