Description/Analysis
IssueDetail
Issue Detail: On November 20, 2023, the City executed Contract No. PRC002699 with GovernmentJobs.com, Inc., dba NEOGOV (NEOGOV), to continue the Online Application Services Agreement. NEOGOV has served as the City’s online application and recruitment tracking system since 2006.
A competitive bidding process was not conducted for this contract in accordance with Section 3.D.4.b (Single Source Justification) of the City of Sacramento’s Professional Services Policy. Selecting a new vendor would have resulted in significant delays, additional implementation costs, and disruption to ongoing recruitment activities.
Continuation of the City’s online application services is critical to maintaining efficient and effective recruitment and hiring practices. The City currently processes more than 50,000 applications annually through NEOGOV’s online portal. NEOGOV is fully integrated into the City’s recruitment and selection operations. Transitioning to a new platform would require extensive reimplementation efforts, data migration, software configuration, citywide staff retraining, and would likely cause substantial operational disruptions and additional costs.
The existing contract was approved with a not-to-exceed (NTE) amount of $358,631.16. To ensure continuity of services, an increase of $156,938.15 is requested for the 2026-2027 fees for the one-year extension, bringing the total NTE amount to $515,569.31. This adjustment takes the additional NTE beyond the 10% threshold permitted without Council approval.
