Description/Analysis
IssueDetail
Issue Detail: City Code 3.80 allows for the disposal of surplus equipment and supplies to be sold at public auctions to the highest bidder. The City has an ongoing need for auctioneering services, and the existing contract, PRC001548, is expiring on September 30, 2026. Procurement Services issued Request for Proposals (RFP) No. P27061521002 “Auctioneer Services for Disposal of Surplus Property” on August 24, 2026, and closed on September 3, 2026. Four (4) vendors responded to the RFP and Bar None was determined to be the highest ranking proposer.

RationaleforRecommendation
Rationale for Recommendation: The existing contract for auctioneering services, PRC001548, is expiring on September 30, 2026. On August 24, 2026 the City posted RFP P27061521002 to solicit proposals from qualified vendors for these services. The RFP closed on September 3, 2026 and the City received a total of four (4) proposals. Two (2) proposals were determined to be non-responsive as they did not meet the minimum qualifications of the RFP. An evaluation panel made up of City staff reviewed the two (2) responsive proposals and scored each proposal according to pre-determined evaluation criteria which included qualifications and experience, project approach, project work plan and schedule, and cost proposal. The evaluation panel determined that Bar None is the highest-ranking proposal.
Proceeds from auctions can vary each year depending upon the number of assets sent to auction and their value. The proceeds from the auctioneering services contract has historically averaged $100,000 annually, primarily from the sale of surplus Fleet vehicles.
The recommended contract period is five (5) years beginning October 1, 2026, in an amount not to exceed $500,000.
End
FinancialConsiderations
Financial Considerations: Bar None’s commission rate, the percentage of the sale retained for commission, is 5%. Reimbursement from auction sales is to be made to the City within 30 days of the sale.
