Description/Analysis

IssueDetail

Issue Detail: The Housing and Dangerous Buildings Section of the Community Development Department (CDD) has an ongoing need for demolition services as specified in Title 8 of the Health and Safety Code for the City of Sacramento. Demolition service becomes necessary when a property is not in compliance with City Code or State Law to the extent that it may endanger the life, limb, health, property, safety, or welfare of the general public and the only solution is to demolish the structure. Demolition prevents entry into a dangerous structure and keeps the property from becoming a nuisance and potential threat to life, and public safety.

PolicyConsiderations

Policy Considerations: The recommendations in this report are consistent with Administrative Policy - Non-Professional Services and are in support of Title 8 of the Sacramento City Code.

The recommendations in this report are in accordance with the provisions of City Code Section 3.56 regarding the purchase of supplies and non-professional services and Section IV.1.C.1 of the City’s Non-Professional Services Policy regarding awards to multiple contractors for the same scope of services.

EnvironmentalConsiderations

Environmental Considerations: The activity described in this report consisting of the approval of an agreement for ongoing non-emergency demolition services is not a project pursuant to the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15378(b). The activity is a continuing governmental administrative and maintenance activity [CEQA Guidelines section 15378 (b)] and is not subject to CEQA [CEQA Guidelines Section 15060(c)(3)]. Future work that may occur as part of the agreement would be exempt from CEQA pursuant to CEQA Guidelines Sections: 15268 (Ministerial Projects), such as Building Permits; Section 15301 (Existing Facilities); and 15308 (Actions by Regulatory Agencies for the Protection of the Environment). Per AQMD (Air Quality Management District) Rule 902, an asbestos inspection/survey is required prior to the start of any demolition. The Housing and Dangerous Building Section complies with this standard and currently has a contract with ESS Environmental, an asbestos surveyor.

RationaleforRecommendation

Rationale for Recommendation: It is critical that this service be continued to address the nuisances and unsafe conditions created when properties are not in compliance with building codes and standards, as well as other related laws. CDD does not have the equipment or resources to physically demolish properties and has historically entered into contracts with vendors for demolition services. To ensure each demolition job is done expeditiously, according to City specifications, and the lowest cost, a short list of qualified contractors, secured through a Request for Qualifications (RFQ) process, will bid on each demolition job. On August 17, 2026, the City received two qualified responses to the RFQ (Q27211311001). The two contractors, GW Demolition, Inc. and P& P Building Wrecking Inc, were found to be qualified. These two contractors will submit bids on a project-by-project basis, and each job will be awarded to the lowest responsible bidder.

FinancialConsiderations

Financial Considerations: There is sufficient funding in the operating budget to support the projected expenditures for Fiscal Year 2026/27 up to $160,000 between both vendors. Continued funding for services provided under these contracts will be subject to funding availability in the adopted budget for the applicable fiscal year. These contract expenses are part of our cost recovery process, per Sacramento City Code 1.28.10 D.4 (g). Each of these agreements is for a five-year contract term, for a total not-to-exceed amount of $400,000 each, totaling $800,000 for On-Call Non-Emergency Demolition Services, which was established based on the total expenditures of prior contracts over the previous five years.
