Description/Analysis

IssueDetail

Issue Detail: In August 2019, the Sacramento City Council approved a Navigation Center at 2700 Meadowview Road, which has been operational since October 1, 2020. The facility consists of two Sprung structures housing a dining hall and dormitory, along with supporting amenities including restrooms, showers, laundry services, and administrative offices.

The site includes two restroom units. The first unit was fully renovated in late 2025 and is now completely remodeled and fully operational. It is now necessary to undertake a similar renovation of the second unit, which also contains a laundry area.

In 2025, City staff engaged TDP Construction Services, Inc. to perform emergency repairs on the first restroom and shower structure after it experienced significant failures requiring immediate attention. The project included demolition and reconstruction of the subfloor, shower enclosures, toilets, countertops, and sinks. Improvements also included installation of a water-resistant floor system, enhanced shower pans, and a stainless-steel countertop with integrated sinks to improve durability under heavy use.

The same scope of improvements is now required for the second restroom unit. Staff have contacted TDP Construction Services, Inc. to prepare a bid proposal to complete this second phase of the project.

PolicyConsiderations

Policy Considerations: The recommendations in this report are consistent with the provisions of Sacramento City Code 3.56. Contracts for Public Projects per City Code Section 3.56.090, all contracts for public projects involving an expenditure of $ 250,000 or more require approval by City Council.

EconomicImpacts

Economic Impacts: The recommended contract is expected to create 2.06 jobs (1.31 direct jobs and 0.75 jobs through indirect and induced activities) and create $272,254 in total economic output ($174,522 of direct output and another $97,732 of output in indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

EnvironmentalConsiderations

Environmental Considerations: The action is exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Section 15301. The action involves the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, or mechanical equipment, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The exemption covers interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances; and similar facilities; restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood. The project qualifies for a Categorical Exemption under Article 19 of CEQA Guidelines Section 15301, existing facilities.

RationaleforRecommendation

Rationale for Recommendation: On February 26, 2024, Staff issued RFQ No. Q24014541001 to establish a prequalified list of On-Call General Contractors for larger projects. The City Council approved this list on June 11, 2024 (Motion No. 2024-0155). Facilities utilized this list to complete the emergency repairs for Phase 1 of the Meadowview Navigation Center Restroom Remodel.

Facilities Maintenance staff subsequently contacted TDP Construction Services, Inc. to submit a proposal for the renovation of the second restroom at the Meadowview Navigation Center. Staff have reviewed the proposal submitted by TDP Construction Services, Inc. and recommend awarding a construction contract in an amount not to exceed $278,800.

End

FinancialConsiderations

Financial Considerations: The total project cost estimate for the Meadowview Shelter Restroom Rebuild Project (C15002300) is $327,032. Sufficient funding is available (Measure U Fund, Fund 2401) in the Homeless Housing Initiative MYOP (I23001000) to support the recommended transfer of funds to the Meadowview Navigation Center Restroom Rebuild Project (C15002300).
