IssueDetail

Issue Detail: On October 25, 2016, the City Council adopted Resolution No. 2016-0358 approving the City Honorary Street Sign Topper Policy. This policy provides an avenue for the recognition of historic or significant neighborhoods and the contribution of distinguished citizens by placement or installation of a street sign topper on street sign poles. The resolution also stipulates that City Council shall approve the sign topper content and placement by adoption of a resolution.

 

The Department of Public Works received an Honorary Street Sign Topper request from the Italian Cultural Society of Sacramento. The request is to recognize the Little Italy District through the city’s Honorary Topper Sign Policy. The street sign toppers are proposed to be installed at the various locations in the area bounded by 48th Street, 59th Street, J Street and Folsom Boulevard. The specific locations are shown in Exhibit A.  The street sign topper design and appearance are shown in Exhibit B.

 

On November 30, 2021, the City of Sacramento adopted Resolution No. 2021-0342 designating a portion of East Sacramento as Little Italy. The City Council recognized that Italian Americans were among the earliest pioneers of the city. The Italian presence in East Sacramento represents over a century of Italian American history in this the area. Here the Italians established a thriving “Little Italy” social community and business district. Folsom and J Street became the main streets for the Italian businesses. Italian-owned businesses, including grocery stores, nurseries, restaurants, a funeral home, an auto shop, and others continue to operate along Folsom Blvd. The Italians created religious and community institutions like St. Mary’s Church and community organizations such as the Italian Cultural Society, the Italian Catholic Federation, and the East Portal Bocce club, which operates Bocce leagues in the neighborhood park. Generations of Italians have grown up and lived in the historic “Little Italy” and longtime residents and businesses play an integral role in the cultural and economic landscape of the area.

 

Upon City Council approval of the Resolution for Street Sign Topper for the Little Italy District, the applicant shall submit and obtain approval from Public Works for a Revocable Permit for the actual placement or installation of the street sign toppers. Public Works will process the Revocable Permit application under City Code Section 3.76 - Revocable Permits and Resolution No. 81-845 Approving General Provision for Revocable Permits. Additionally, the applicant will also submit a request to the Public Works Sign Shop for installation of these sign toppers on the existing street name signs at the various locations in the area bounded by 48th Street, 59th Street, J Street and Folsom Boulevard, as shown on Exhibit A.

Policy Considerations: This proposed action is consistent with Resolution No. 2016-0358 approving the City Honorary Sign Topper Policy, City Code Section 3.76 - Revocable Permits and Resolution No. 81-845 Approving General Provision for Revocable Permits.

Financial Considerations: The City’s Honorary Street Sign Topper program is revenue neutral for the City. Groups who nominate neighborhoods or individuals for recognition through Topper placement will be required to reimburse the City for staff costs, fabrication, placement, and maintenance of Toppers.
