Description/Analysis
IssueDetail
Issue Detail: On April 22, 2025, the Measure U Community Advisory Commission (Commission) presented recommendations to the City Council’s Budget and Audit Committee regarding the establishment of program goals and progress reporting. Specifically, the Commission recommended that each quarterly Measure U Programming Update include annual measurable goals for each program along with the progress made toward each goal in the quarter being reported. In addition, City departments that receive Measure U funding presented to the Commission in January, March, and April 2025. Many presentations included data on metrics.
At the Commission’s June 16, 2025 meeting, the Commission further discussed its recommended approach and expressed a variety of ideas and suggestions. Subsequently, at the August 18, 2025 meeting, the Commission provided direction regarding the Metrics Ad Hoc Committee’s working model (also referred to as a “strawman”) that proposed adding new content to the quarterly Measure U Programming Update.
Due to the short turnaround between the normally established internal deadlines for departments to submit their updates, the incorporation of performance measures, and the timing of the Commission’s last meeting of the year, staff has prioritized providing the information as soon as possible before considering document layout and user experience design. At this meeting, staff will present a draft of the FY2025/26 Q1 Measure U Programming Update (Attachment 2) for Commission feedback at this meeting prior to bringing back a final version to the Commission in January 2026. While the layout and format may change in the final version, staff anticipates that the content will substantially remain the same.
