Description/Analysis
IssueDetail
Issue Detail: Staff recommends Council approve Change Order No. 6 with T&S Construction for the City Agreement No. 2023-1701, to install a pipe support for the 16” outfall pipe and to cut notches in the curb adjacent to the access road on the south side of the station due to unforeseen conditions and special circumstances.
End
PolicyConsiderations
Policy Considerations: This Change Order exceeds the City Manager’s approval authority and requires Council approval according to City Code 3.04.020.
End
EconomicImpacts
Economic Impacts: This Change Order is expected to create 0.02 total jobs (0.01 direct jobs and 0.01 jobs through indirect and induced activities) and create $$3,514.84 in total economic output ($2,215.42 of direct output and another $1,299.41 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
End
EnvironmentalConsiderations
Environmental Considerations: In compliance with the California Environmental Quality Act (CEQA), the subject project was reviewed and all environmental impacts are mitigated through an Initial Study/ Mitigated Negative Declaration (IS/MND) that was adopted by City Council August 10, 2021 (Resolution No. 2021-0245). The change order is for the continuation and completion of the previously evaluated project. No further environmental review is required.
End
Sustainability
Sustainability: The proposed project is consistent with the 2040 General Plan <https://www.cityofsacramento.gov/community-development/planning/long-range/general-plan/2040-general-plan> under policy PFS-3.1 as it improves pumping capacity for peak storm flows, improves service and infrastructure reliability, and increase redundancy.

Commission/Committee Action: Not applicable.

RationaleforRecommendation
Rationale for Recommendation: The Department of Utilities (DOU) owns, operates, and maintains the 106 drainage sump stations within the city. The outfalls from the sump stations are the single point of discharge for stormwater from their respective basins. The outfall pipes penetrate and cross major levees along the Sacramento River, American River, Natomas East Main Drainage Canal, Arcade Creek, and Morrison Creek.
City staff has an ongoing requirement to inspect all outfalls that penetrate and cross major levees on a 5-year cycle as mandated by the US Army Corps of Engineers (USACE). During inspection of several outfalls, many were noted to be in failing condition or in danger of imminent failure. Sump 151 was identified for outfall replacement and T&S Construction was hired at the beginning of 2024 to complete those replacements. Two last-minute changes to the contract are required to finish the work. A listing of those items is in the Background section of this document.
End
FinancialConsiderations
Financial Considerations: The original not-to-exceed amount of the contract was $3,795,000.00. The net change by previous change orders in the amount of $304,619.18, increased the contract not-to-exceed amount to $4,099,619.18. Proposed Change Order No. 6 in the amount of $5,692.64 would increase the contract not-to-exceed amount to $4,105,311.82. Sufficient funding exists in the Drainage Sump Replacement/Rehabilitation Program (W14130600, Fund 6021) to execute this Change Order.
There are no General Funds allocated or planned for this project.

Background
Background: A listing and explanation for each item in the Change Order follows:
1. Curb Cuts - Per direction from Central Valley Flood Protection Board inspection staff, multiple curb cuts spaced at 10 feet to 20 feet are required to allow water trapped behind the curb along the south side of the maintenance road below the levee to flow onto the road. Contractor cut and removed seven (7) 12-inch wide sections of concrete in the curb to facilitate drainage.
2. Discharge Pipe Support - A new mechanical pipe support with a strap is to be installed adjacent to the existing concrete block within the Sump station to support the new 16-inch diameter HDPE pipe. The approved plans and specifications did not require the pipe support and it was later decided that one was necessary.
