Public/NeighborhoodOutreachandComments
Public/Neighborhood Outreach and Comments: As part of the application review process, the proposal was routed to Civic Thread, Sacramento Area Bicycle Advocates, Sacramento Regional Transit District (SacRT), Region Business, and the Sacramento Metropolitan Air Quality Management District (SMAQMD). Notification of this hearing was sent to property owners and occupants within a 500-foot radius of the subject site, and the subject site was posted with contact information for project questions, as well as the date, time, and participation details for the project hearing.
Staff received responses from Region Business and SMAQMD which can be found within Attachment 5 of the report. Region Business e-mailed support of the project, recommending approval for generation of city tax revenue. SMAQMD e-mailed recommendations for the utilization of cool pavement and roofing. The project incorporates both with a high albedo white TPO roofing and a concrete drive.

Policy Considerations:
General Plan
The Delta Shores project was originally approved by City Council on January 13, 2009, with a Development Agreement that vests the project under the 1988 General Plan, the plan in place at the time the Delta Shores Planned Unit Development was established. Subsequent project entitlements to implement the development plan are therefore evaluated for consistency with the 1988 General Plan and subject to the terms and conditions specified in the development regulations in place on the effective date of the Development Agreement. The Development Agreement, a document with a thirty-year term, states that the development plan may be amended or modified from time to time, as necessary to build the residential units or commercial development anticipated under the plan. Staff has evaluated the proposed project and determined that the proposed modifications are consistent with the provisions of the 1988 General Plan designation of “Regional Commercial and Office,” in that the project:
• Promotes the development of mixed-use regional commercial and office projects ensuring that the City of Sacramento captures a Regional Central City’s share of the regional commercial and office market.
• Ensures that all areas of the City are adequately served by community shopping districts.
• Promotes the strategic development of vacant and/or underutilized lands, especially along transportation and commercial corridors, to improve the City’s outlook.
Community Plan
The Delta Shores PUD was adopted under the Airport/Meadowview Community Plan. Prior project approvals redesignated the Delta Shores Regional Commercial Center site as Commercial on the Community Plan Land Use Diagram. The proposed car wash use was analyzed against the Community Plan’s goals and policies at the time of the PUD adoption. The project is found to be consistent with the Airport/Meadowview Community Plan, in that:
• It attracts new, functional commercial development and increases employment opportunities in the community.
• New Commercial Development is encouraged to be located in and assist in upgrading existing commercial centers and vacant commercially zoned land.
• New commercial development in Delta Shores would increase the employment base, income and activity in the Community Plan area.
• New Commercial development needs to be provided to serve the needs of an expanding residential population.
Delta Shores Planned Unit Development (PUD)
The subject site is located within the Delta Shores PUD, a 780-acre planned community in the most southwestern part of the city. The original Guidelines and Schematic Plan of the PUD area were approved by City Council in 2009. Since then, the area has been developed with many regional retail stores next to Interstate 5, as well as an IMAX theater and several supportive restaurants. New housing has also been constructed and occupied within the community, with more housing moving forward through recent planning entitlements, building permits, and current construction.
Staff did not find any specific policies in the Delta Shores PUD that would directly apply to the project.
200-Year-Flood Protection
State Law (SB 5) and Planning and Development Code chapter 17.810 require that the City must make specific findings prior to approving certain entitlements for projects within a flood hazard zone. The project site is within a flood hazard zone and is an area covered by SAFCA’s Improvements to the State Plan of Flood Control System, and specific findings related to the level of protection have been incorporated as part of this project. Even though the project site is within a flood hazard zone, the facilities of the State Plan of Flood Control or other flood management facilities protect the project to the urban level of flood protection. This is based on the SAFCA Urban Level of Flood Protection Engineer’s Reports accepted by the City Council on October 21, 2025 (Resolution No. 2025-0283)

EnvironmentalConsiderations
Environmental Considerations: The City prepared an environmental impact report that evaluated the environmental effects of the Delta Shores Project (P06-197). The EIR was certified by the City Council on January 13, 2009 (Resolution No. 2009-030). On April 16, 2015, the Planning and Design Commission then approved an addendum to the Delta Shores EIR for the development of a variety of commercial uses on approximately 130 acres in the Delta Shores project area just east of I-5 and south of Cosumnes River Blvd. CEQA Guidelines provide that a lead agency shall not prepare a subsequent or supplemental EIR in such a case unless one or more of the conditions set forth in CEQA Guidelines Section 15162 is present.
Staff have reviewed the proposed project and determined it is consistent with the uses reviewed and evaluated in the certified Delta Shores EIR and subsequent addenda [CT1.1] and the analysis of impacts and mitigation in the EIR is adequate for the current project. The request to establish, construct, and operate a car wash on a vacant 1.2-acre parcel in the General Commercial (C-2-PUD) Zone and Delta Shores Planned Unit Development (PUD) is a minor revision and update to the overall Delta Shores project and no additional environmental effects would result beyond what was previously evaluated in the certified Delta Shores EIR and subsequent addenda have been prepared that satisfies the requirements of CEQA. Staff have determined that none of the conditions of CEQA Guidelines Section 15162 are present. No further environmental review is required.

Rationale for Recommendation: Staff recommend the Planning and Design Commission approve the proposed entitlements based on the findings of fact and subject to conditions of approval listed within Attachment 3. Staff find that the subject site is a reasonable location for a car wash use in that it is within an existing regional shopping center near the Interstate 5 Cosumnes River Boulevard on and off-ramps where a large volume of cars are expected, it is not located near light rail or frequent bus service, and it is not adjacent to any sensitive uses.
