Issue Detail: On February 4, 2025, the Sacramento City Council authorized acceptance of the Fiscal Year (FY) 2024 Urban Area Security Initiative Grant (Resolution 2025-0024) from the California Office of Emergency Services (CalOES). The UASI grant is a component of the federal Homeland Security Grant Program (Federal Assistance Listing #97.067), authorized in Section 2006 of the Homeland Security Act of 2002 (Act).

The purpose of the UASI program is to support high-threat, high-density federally recognized urban areas to build, sustain, and deliver the capabilities to prevent, prepare for, protect against, and respond to threats, hazards, and acts of terrorism. This action will be fully funded through existing grant resources (Project #G11016924) and will not have any financial impact to the General Fund.

CalOES, as authorized by federal grant guidance, administers federal UASI funding at the state level. As a fiscal agent for the grant program, the City is responsible for managing a $2,820,672 local allocation and distributing funds among regional partners (subrecipients) and suppliers (procurement).
