Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) is seeking approval to enter into a contract with Public Restroom Company (PRC) for the purchase and construction of a prefabricated restroom building. The new restroom building will serve Burberry Community Park, with a contract amount of $286,904. PRC will manage the manufacturing, delivery, and installation of the buildings.
Associated site improvements, including demolition of the existing restrooms, grading, concrete paving, and utility connections, will be performed by a separate contractor and solicited through the City's formal bidding process.
Burberry Community Park is a 13.9-acre park located at 2400 Burberry Way in Council District 1. Construction of the new restroom facility is anticipated to be completed in Summer 2027.
After evaluating available procurement options, YPCE has determined that utilizing the Sourcewell cooperative purchasing agreement (Contract #052725-PRM, dated July 10, 2025) is the most advantageous approach....
