Issue Detail: On June 25, 2026, the 2025-2026 Sacramento County Grand Jury released an investigative report titled “Sacramento Community Police Review Commission: Window Dressing or Progressing?” The report examined the effectiveness, support, visibility, recommendation process, and relationship of the Commission with City decision-makers and the Sacramento Police Department.
The Grand Jury's findings identified limited implementation or formal consideration of prior Commission recommendations and raised concerns regarding staffing, infrastructure, public visibility, recommendation tracking, and mechanisms for responses to Commission recommendations.

The Commission is not the body responsible for adopting the City's legally required formal response unless specifically designated by law or City direction. However, because the report directly concerns the Commission's work, the Commission may discuss the report and adopt comments for transmittal to the City Council, City Manager, City Attorney, City Clerk, Sacramento Police Department, or other appropriate City officials as they prepare or consider the City's response.
