Issue Detail: On December 10, 2019, the Stadium Area EIFD Public Financing Authority (PFA) established the Sacramento Stadium Area EIFD in the Downtown Sacramento Railyards (Railyards) (Resolution No. 2019-0002). The EIFD was formed in accordance with Chapter 2.99 of Part 1 of Division 2 of Title 5 of the California Government Code (commencing with Section 53398.50) (EIFD Law) for the purpose of financing certain public infrastructure improvements in support of a new Major League Soccer stadium. These public improvements, located in the Railyards, include roadway and utility infrastructure, a new Regional Transit station, and a paseo for bike and pedestrian access to the Stadium. With the proposed expansion and amendment to the original Stadium Area EIFD, a PFA Public Meeting was held on March 18, 2025.
