Issue Detail: Chapter 17 of the City Council Rules of Procedure requires City advisory bodies to prepare an annual report for review by the Personnel and Public Employees Committee. The Commission's adopted 2026 Work Plan specifically calls for beginning the 2026 Annual Report process in August 2026 and aligning preparation to support timely submission.
The annual report should summarize the Commission's activities and accomplishments during 2026, resources expended in support of Commission operations, progress on the adopted work plan, and proposed projects, priorities, and recommendations for the upcoming year. The report should also include any information required by the Sacramento City Code and clearly distinguish Commission-adopted recommendations from discussion items or individual commissioner proposals.
Proposed timeline: September - confirm outline, assignments, data requests, and recommendation-development process; October - review first substantive draft and identify proposed 2027 priorities/recommendations; November - review revised draft and resolve outstanding content; December, if a meeting is scheduled and needed - final Commission approval...
