Recommendation
Recommendation: 1) Adopt a Resolution: a) authorizing the City Manager or designee to execute Supplemental Agreement No. 1 to City Agreement No. 2025-0265 with Mark Thomas and Company, Inc. for an amount not-to-exceed $939,556, bringing the agreement's total not-to-exceed amount to $1,685,602; b) authorizing the City Manager or designee to increase the revenue and expenditure budgets of the L and N Streets Bikeway Project (T15180400) by appropriating $3,400,000 in AHSC Grant funds (Other Capital Grants, Fund 3704) to the L and N Streets Bikeway Project (T15180400); c) resetting the City Manager or designee's authority to issue Supplemental Agreements for City Agreement No. 2025-0265; and 2) adopt a Resolution authorizing the City Manager or designee to execute the Standard Agreement (STD 213) and all other grant documents with Housing and Community Development (HCD) to accept the Affordable Housing and Sustainable Communities (AHSC) Program Award for the I Street Apartments.
