Recommendation: Pass a Motion authorizing the City Manager or designee to: 1) award a construction contract to G&G Builders, Inc. for installation of 35 additional tiny homes at the Roseville Road Campus in an amount not to exceed $479,695; and 2) authorizing the City Manager or designee to execute the contract specified above.

Issue Detail: City Council adopted Ordinance 2023-0015 on August 1, 2023, granting the City Manager or designee authority to do all things necessary and convenient to establish new temporary shelter spaces. This authority includes executing agreements up to $5 million necessary to implement and administer the temporary shelter program without complying with the competitive bidding procedures in Title 3 of the Sacramento City Code and without obtaining specific authorization from the City Council.

Under this authority, G&G Builders, Inc. was selected by City staff based on its qualifications and experience and has performed work associated with the Roseville Road Campus and other temporary shelter facilities.

The proposed $479,695 contract for installation of the additional 35 tiny homes would bring the cumulative amount over the $5 million threshold. Bringing this action to Council also provides transparency regarding the additional expenditure and continued work at the Roseville Road Campus.
