Issue Detail: The Commission previously received public comment about the Blue Envelope programs used by other law-enforcement agencies as a possible best practice for community policing and response efficiency. Blue Envelope programs are voluntary communication-awareness tools intended to improve interactions between law enforcement and individuals who may need additional accommodation or support because of autism, intellectual or developmental disabilities, dementia, anxiety, hearing or communication differences, or similar conditions.
California agencies commonly allow participants to present a recognizable blue envelope or related identifier during a law-enforcement interaction. The envelope may hold identification, vehicle registration, insurance, emergency contact information, or communication guidance. Many programs are voluntary and do not use a registry.
