Issue Detail: The establishment of a Chief Strategy Officer classification within the Police Department is necessary to provide dedicated subject-matter expertise and operational oversight of the Office of Strategy and Compliance. The responsibilities of the Office of Strategy and Compliance have evolved significantly and now encompass a broad portfolio of strategic, administrative, and compliance functions that impact the Police Department as a whole. This organizational structure provides greater clarity, aligns executive leadership authority with the scope of operational responsibilities, and ensures these critical strategic and compliance functions are represented at the executive command level. Consistent with City practice, the salary for the new classification is subject to City Council review and approval.
