Issue Detail: In the Needs Assessment of the Front Street Animal Shelter (September 2024) (see Attachment 2), several interim improvements were identified until the longer-term recommendation of constructing a new shelter could be realized. Members of the Animal Wellbeing Commission, in collaboration with UC Davis Koret Shelter Medicine Program and Front Street Animal Shelter staff, selected priority improvements that focused on the safety of animals, staff, and volunteers and could be constructed in the near-term. On July 29, 2025, City Council established a Capital Improvement Project (CIP) and allocated funding to the priority interim improvements (see Attachment 3). The funding that has been secured is being used to retrofit 99 dog kennels to improve safety and efficiency and are located across five separate buildings. To date, improvements have been completed to one kennel, which is now being used as a prototype for improvements to the remaining 98 kennels. Several revisions to the initial prototype are currently being considered. The kennel improvements will be phased with one building completed at a time.
