Issue Detail: Sacramento City Code Section 2.40.170 states that each city board and commission shall elect one of its members to serve as chairperson and another to serve as vice-chairperson for each calendar year. A member may serve as the chairperson or vice-chairperson for no more than two calendar years. The chairperson shall be the presiding officer and shall ensure the orderly conduct of the meeting. If the chairperson is absent, the vice-chairperson shall act in the capacity of the chairperson.

The chairperson (or vice-chairperson in the absence of chair) is responsible for presiding at all meetings and charged with equally applying rules of conduct, ensuring parliamentary procedure is followed, compliance with the Brown Act, and that the scope and work of the commission is accomplished. Rosenberg's Rules of Order outlines parliamentary procedure and the Sacramento City Code outlines the scope of most city boards, commissions, and committees. The order and conduct of business are also governed by the City of Sacramento Council Rules of Procedure.
