Recommendation
Recommendation: Adopt a Resolution authorizing the City Manager or designee to: 1) submit an application for the CalRecycle Oil Payment Program (OPP17) in an amount not-to-exceed $100,000; 2) execute all documents necessary to implement and secure such payment, if awarded; and 3) establish an Oil Payment Program (OPP17) Grant Project (G15003070) and related revenue and expenditure budgets in an amount not-to-exceed $100,000 (Solid Waste Grant Fund, Fund 6207), if awarded.

Issue Detail: CalRecycle has established the Oil Payment Program to make payments to qualifying jurisdictions for the implementation of oil and filter recycling programs. To receive these funds, CalRecycle's grant program guidelines require the governing body of the applicant to adopt a resolution authorizing the local jurisdiction to apply for the payment program and identify the job title or his/her designee authorized as the signature authority to execute all documents necessary to implement and secure payment.

Policy Considerations: The recommendations in this report are consistent with the City's General Plan waste diversion goal to encourage recycling, composting, and waste separation to reduce the volume and toxicity of solid waste sent to landfill facilities.
