Recommendation
Recommendation: Pass a Motion by two-thirds vote: 1) suspending competitive bidding in the best interests of the City; and 2) authorizing the City Manager designee to execute a paramedic training agreement for the Diversity, Outreach and Recruitment Division's Emergency Medical Services (EMS) for a five-year period through July 1, 2031 and a not-to-exceed amount of $328,125.

IssueDetail
Issue Detail: Due to ongoing requirements to provide high-quality emergency medical services, the Sacramento Fire Department (SFD) is partnering with the University of California, Davis Paramedic Program to provide high-quality training at a low cost to the Sacramento community. This training would be available to EMS trainees who possess a high school diploma or General Education Development (GED) certificate and a valid Emergency Medical Technician (EMT) certification. The program has drawn the interest of women and minority candidates, populations for which SFD has identified hiring gaps.

The EMT-Paramedic Program allows the SFD's Diversity Outreach Recruitment Division to provide multiple training pathways for individuals interested in pursuing careers in emergency medical services and qualifying for attendance at paramedic school.
