Recommendation: Adopt a Resolution[ST1]: 1) authorizing the City Manager or designee to execute Supplemental Agreement No. 8 to City Agreement No. 2023-0484 with Mark Thomas and Company, Inc. in an amount not-to-exceed $266,660; 2) resetting the City Manager's or designee's authority to issue supplemental agreements for City Agreement No. 2023-0484; 3) authorizing the City Manager or designee to increase the revenue and expenditure budgets of the Envision Broadway in Oak Park (T15225000) by $413,000 (Other Capital Grants, [ST2][JM3]Fund 3704); 4) authorizing the City Manager or designee to increase the expenditure budget of the Envision Broadway in Oak Park (T15225000) by transferring $425,000 (Major Street Construction, Fund 2007) from the State and Federal Grant Match Project (T15007200); 5) authorizing the City Manager or designee to execute the Fund Transfer and Cooperative Agreement with EAH INC. and any agreements required to accept the Affordable Housing and Sustainable Communities (AHSC) grant funding awarded for the Envision Broadway in Oak Park (T15225000) and the 34th Street - AHSC Reimbursement Project (T15265600); 6) establishing 34th Street - AHSC Reimbursement Project (T15265600) as a new Capital Improvement Project to recapture AHSC reimbursement funds; and 7) authorizing the City Manager or designee to increase the revenue and expenditure budgets of the 34th Street - AHSC Reimbursement Project (T15265600) by $1,001,500 (Other Capital Grants, Fund 3704).
