Description/Analysis
IssueDetail
Issue Detail: The City is legally required to dispose of biohazardous waste generated by City operations and materials abandoned at City facilities and in public right-of-way within the City limits. The City has a continuing need for remediation of biohazardous materials such as abandoned syringes as well as bodily fluids/substances found at trauma scenes, in police patrol vehicles, in parks, on right of ways and on private properties where owners do not take responsibility for abating hazardous conditions. The need to remediate biohazards continues to expand including extensive work at abandoned encampments and City buildings.

PolicyConsiderations
Policy Considerations: Council approval is required to execute agreements for services if the amount to be expended under each such agreement is $250,000 or more. This recommendation is consistent with City Code section 3.56 and in accordance with Procurement Policy Number AP-4101 Section 1.1(b).
