Recommendation

Adopt a Resolution: 1) authorizing the submittal of application to CalRecycle for the Rubberized Pavement Grant Program; 2) authorizing the City Manager or the City Manager’s designee to execute all documents related to the CalRecycle Rubberized Pavement Grant Program; and 3) providing that these authorizations are effective for one (1) year from the date of adoption of the Resolution.

Description/Analysis

 

Issue Detail: The Department of Public Works provides a pavement resurfacing program each year to the extent funds are available. As a practice, the City uses rubberized pavement materials as part of its resurfacing program. Successfully applying for state grant funds from the California Department of Resources Recycling and Recovery (CalRecycle) would help pay for resurfacing projects that utilize rubberized materials in these programs. This would allow more maintenance funds to further address the City’s road maintenance backlog.

 

Policy Considerations: These recommendations are consistent with Sections M 1.1.4 and M 7.1.6 of the City’s 2035 General Plan, which state that the City shall effectively operate and maintain transportation facilities and infrastructure to preserve the quality of the system, and seek to minimize noise and other impacts of truck traffic, deliveries, and staging in residential and mixed-use neighborhoods.

 

Economic Impacts: None

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in this report involve the administrative activity of applying for grant funding and are not considered to be a project in accordance with Section 15378(b)(2) of the CEQA Guidelines. Any individual resurfacing projects will undergo appropriate environmental review before proceeding.

 

Sustainability: Rubberized pavement materials have the benefits of providing a longer lasting surface that significantly reduces road noise caused by vehicular traffic. They also provide a use for waste tire rubber thereby reducing the landfill disposal and stockpiling of California waste tires.

 

Commission/Committee Action: None

 

Rationale for Recommendation: CalRecycle grant application procedures require an applicant’s governing body to declare by Resolution certain authorizations related to the administration of CalRecycle grants. These grant funds would partially pay the cost of rubberized resurfacing projects, thereby allowing any other available funds to further address the City’s road maintenance backlog.

 

Financial Considerations: This report recommends applying for grant funding from the CalRecycle Rubberized Pavement Grant Program. Matching funds are not required for this grant and there is no impact to the General Fund. If the grant funds are awarded, staff will return to City Council to establish the revenue and expenditure budgets.
