Pass a Motion approving a three-year contract with Gray Construction and Securement Services, Inc. for Securement Services for the Housing and Dangerous Buildings Unit of the Code Enforcement Division of the Community Development Department for an annual amount of $200,000, with an option to extend the contract for two years for an amount not-to-exceed $600,000 for the three-year term.

Description/Analysis

 

Issue Detail: The Housing and Dangerous Buildings unit of the Code Enforcement Division of the Community Development Department has an ongoing need for securement services in order to provide services as specified in Title 8, the Health and Safety Code for the City of Sacramento. This service becomes necessary when a property is not in compliance with City Code, and public safety requires the property to be secured until remediation of the violation(s) is attained.  Securements prevent possible entry through breached openings to a structure and help prevent the property from being an attractive nuisance and a potential threat to public safety.

 

Policy Considerations:  The recommendations in this report are consistent with AP-4101 - Procurement of Non-Professional Services

Rationale for Recommendation:  This service becomes necessary when a property is not in compliance with City Code and public safety requires the property to be secured until a solution for the violation(s) is attained.  Housing and Dangerous Buildings Unit has experienced a surge in the volume of securements due to the increasing number of foreclosures and vacant properties in the city.   Bids for this service were solicited formally, and Gray Construction and Securement Services, Inc. was determined to be the lowest responsible bidder.  It is critical that this service be continued to address the nuisances and unsafe conditions created when properties are not in compliance with building codes and standards as well as other related laws.  Staff requests the approval of City Council for a new agreement with Gray Construction and Securement Services, Inc. for the period of August 15, 2019 through August 15, 2022.

 

Financial Considerations: There is sufficient funding available in the Fiscal Year 2019/20 Community Development Department operating budget to support the annual cost of $200,000. Funding for future fiscal years will be subject to funding availability  budgeted in the adopted operating budget for the applicable fiscal year.
