Pass a Motion authorizing the City Manager or the City Manager’s designee to execute Supplemental Agreement No. 4 with IN Communications to continue public outreach activities on behalf of the Water Forum, in an amount not-to-exceed $72,840, bringing the agreement’s total new not-to-exceed amount to $185,240 and extending the time of performance through June 30, 2021.

Description/Analysis
Issue Detail: The Sacramento City-County Office of Metropolitan Water Planning (CCOMWP, also known as the Water Forum) entered into an agreement with IN Communications in February 2018 to provide communications and educational outreach to targeted stakeholder audiences regarding its successful efforts related to environmental stewardship on the lower American River. The outreach includes strategic planning, social media, and development of collateral materials. The original agreement was for an amount not-to-exceed $10,000, therefore an RFP was not issued.
IN Communications has been successful in placing ads on local radio, developing and updating social media accounts, and developing brochures outlining the Water Forum’s successful efforts as well as planning and orchestrating meetings and events. These efforts will continue in addition to expanding on the Water Forum’s social media presence through targeted advertisements on Google and Facebook designed to build awareness for the Water Forum as a foundation for advocacy.
In addition, IN Communications will provide customizable tools, such as template social media posts or newsletter text on select subjects for local water providers to include in their own outreach materials.
Policy Considerations: This supplemental agreement exceeds the City Manager’s approval authority and requires City Council approval.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): This report concerns administrative activities that will not have a significant effect on the environment and does not constitute a “project” as defined by CEQA [CEQA Guidelines Sections 15061(b)(3); 15378(b)(2)].
Sustainability: Conservation and protection of the lower American River and the watershed is a fundamental element of the Water Forum Agreement, which is supported by the City’s Sustainability Master Plan (8.1, Water Resources and Flood Protection) and General Plan Goals, specifically Water Resources (E.R. 1.1)
Commission/Committee Action: None.
Rationale for Recommendation: Additional outreach opportunities have been identified that build on the successful efforts accomplished during the past year. The Water Forum has been very pleased with the high quality, cost effective performance of IN Communications to date. IN Communications has significant familiarity of the best methods for communicating with Water Forum stakeholders.
Financial Considerations: The original agreement with IN Communications totaled $10,000. The first Supplemental Agreement increased the not-to-exceed amount by $34,915 and extended the time through December 31, 2018.
The second Supplemental Agreement increased the not-to-exceed amount by $20,425 and extended the time through June 30, 2019.
The third Supplemental Agreement increased the not-to-exceed amount by $47,060 and the total not-to-exceed amount to $112,400, which was reported to Council on March 26, 2019.
Supplemental Agreement 4 increases the not-to-exceed amount by $72,840, which brings the total not-to-exceed amount to $185,240 and extends the time of performance through June 30, 2021.
There are sufficient resources in the Fiscal Year 2019/20 CCWOMWP Operating Budget, Water Forum Successor Effort Fund (Fund 7103) to fund the supplemental agreement through June 30, 2020. Future expenditures will be subject to funding availability in the adopted operating budget for the applicable fiscal year
