Issue Detail: The purpose of this item is to continue a discussion with members of the Sacramento Arts, Culture, and Creative Commission (ACCEC), which began at the April 13, 2026 ACCEC meeting. The Race and Cultural Equity Statement was adopted by ACCEC in June of 2020 and arose from the work of the previous Sacramento Metropolitan Arts Commission and a special race and cultural equity task force which first convened in 2017. The statement focuses on three core areas of outreach and engagement, equity and access, and accountability.
This item is intended as an opportunity for Commissioners to discuss the current statement as well as potential modifications-including, but not limited to: streamlining language, adding clarification, and/or providing enhancements to the existing document.

PolicyConsiderations
Policy Considerations: Discussions around the Commission’s commitment to advancing racial and cultural equity are aligned with Creative Edge: Sacramento’s Arts, Culture and Creative Economy Plan (Creative Edge), which was adopted by Sacramento City Council on July 3, 2018, and which serves as the guiding policy framework for the Office of Arts and Culture.
ACCEC serves, in part, to support and advance the six goals identified within Creative Edge, intended to fulfill the Sacramento community’s vision for its arts, cultural and creative future.
This item addresses the following three (3) Creative Edge goals:
Goal 2: Advance cultural equity for all Sacramento’s diverse populations; Goal 4: Enable Sacramento artists and creatives to thrive in their work and to provide creative leadership in the community; Goal 5: Celebrate and infuse all Sacramento neighborhoods and districts with arts and culture.
This item also addresses all five (5) 2026 ACCEC Workplan goals:
Goal 1: Achieve greater clarity around ACCEC’s purpose and role within the City of Sacramento government; Goal 2: Enhance community awareness and understanding of ACCEC as a supportive, accessible resource dedicated to arts and culture; Goal 3: Advocate for City of Sacramento policies and initiatives that value, support, and build the arts and cultural community and ecosystem; Goal 4: Collaborate with the Office of Arts and Culture to address a variety of infrastructure needs required to sustain a thriving and sustainable arts ecosystem; Goal 5: Work with the Office of Arts and Culture to review the impact of the Creative Edge Plan and develop plans for next-stage planning.

RationaleforRecommendation
Rationale for Recommendation: The purpose of the ACCEC is to provide advice and recommendations for promoting, encouraging, and fostering the arts, innovation, and tourism, in the city. One of its many charges is to act as a liaison between the city, local artists, cultural groups, and the community at large. This includes discussing matters that may address and influence the continued implementation of the Creative Edge Plan.
This discussion is necessary to remain responsive to the stated goals of the approved Racial and Cultural Equity Statement, in terms on ongoing evaluation of cultural equity practices, and to provide current Commissioners with an forum to discuss and consider how continuing efforts to address diversity, equity, inclusion, access, and belonging may be reflected in the ongoing work of the Commission.
Briefings, discussions, and presentations around programs and partnerships that are generated through or involve the Office of Arts and Culture, address goals of the Creative Edge Plan, or involve matters relating to the advancement of arts, culture, and the creative economy provide important opportunities for ACCEC to be an informed and engaged body.
