Description/Analysis
Issue Detail: The Department of Youth, Parks & Community Enrichment (YPCE) is seeking approval to award a contract to TJR Resources, Inc. for the Airfield Park Phase 1 project. The contract amount is $1,618,509. The improvements will consist of developing 4.4 acres, and includes an irrigation system, shade trees, turf and landscaping, concrete walkways, children's aeronautical themed playgrounds, a group picnic area with shade structure, a park name sign, park rules signs, concrete picnic and game tables, serving table, park benches, trash receptacles, bike racks, two outdoor ping pong tables, two cornhole games, and a drinking fountain. The formal bid process for this project has been completed and TJR Resources, Inc. has been selected as the lowest responsible and responsive bidder. Construction of the Airfield Park Phase 1 is expected to be completed by the late Spring 2021. Airfield Park is a 9.4-acre community park located at 2491 Natomas Crossing Drive in Community Plan Area 10, Council District 1.
Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required to enter into construction agreements over $250,000. Council Resolution No. 2019-0248, Sections 6.3 and 10.10, requires that all appropriation changes exceeding $250,000 in total by fund from available fund balance and any project must be approved by resolution of the City Council.
Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City. This is also part of the Park Development Process for park planning as stated in the 2005-2010 Parks and Recreation Master Plan.
The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This contract was posted for 10-day review on August 27, 2020 as required.
Economic Impacts: The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
The park construction project, in the amount of $1,618,509 is expected to create 6.47 jobs (3.72 direct jobs and 2.75 indirect jobs through indirect and induced activities). Furthermore, it will create $999,324 in total economic output ($629,882 of direct output and $369,442 of output through indirect and induced activities).
Environmental Considerations: The project has been reviewed for compliance with the requirements of the California Environmental Quality Act (CEQA) and has been determined to fall within the scope of the Natomas Field Project Negative Declaration (P04-236). The Negative Declaration and mitigation monitoring plan were approved by City Council on July 26, 2005, which included General Plan Amendments, Community Plan Amendments, Subdivision Modification, Rezone and Tentative Map. The City Council approval created a 9.8± net acre city park parcel. The Airfield Park Project consists of developing the 9.74-acre community park site.
It was master planned in 2006 and has remained undeveloped. The first phase is
scheduled to begin construction in fall 2020. Phase 1 consists of 5 acres of park
development and will include grading, drainage, concrete walkways, irrigation, landscaping, tree planting, multi-purpose turf areas, central plaza, children's playgrounds, group picnic area with a shade structure, cornhole games, ping pong tables, and site furniture.
The park site has been evaluated by the Sacramento Environmental Management District, which consisted of LUST cleanup sites under Case # RO000161, RB Case # SL1864400, RB Case #: SL186373608, and RB Case #: SL186463790. These cases were closed, and No Further Action letters were issued on April 3, 2009 and March 2, 2016 by the Central Valley Regional Water Quality Control Board.
The approved Negative Declaration for the Natomas Field Project (P04-236) included the analysis of a 9.8+ net acre park and adequately described the development of park facilities within the larger project area. The project specific components of the park will not result in effects any more severe than what was evaluated in the previous Initial Study/Negative Declaration. The analyses in the approved negative declaration and the findings and the approved mitigation measures are reaffirmed and apply to the project. No further environmental review is required.
Sustainability: The Airfield Park Phase 1 Project has been reviewed for consistency with the goals, policies, and targets of the City’s Sustainability Master Plan, the Parks and Recreation Sustainability Plan, and the 2035 General Plan. The Project will advance the goals, policies, and targets of these plans by improving the health of residents through access to a diverse mix of wellness and recreation activities. Airfield Park Phase 1 Project is also consistent with sustainable design through use of low water use landscaping, recycled materials, and local vendors

Rationale for Recommendation: The formal bidding process for the Airfield Park Phase 1 Project bid was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bids were opened on June 23, 2020. Staff received three bids and the results are listed below:

The low bidder was determined based on the total bid amount. The Engineer’s Estimate for the base bid was $1,491,453 and $179,726 for the additive alternates 1-3, for a total amount of $1,671,179.
Pursuant to City Code Sections 3.60.020 and 3.60.360(E), it was determined that TJR Resources, Inc. offered the lowest responsive bid, (based on the base bid plus all additive alternates) and is a responsible bidder. The contract is recommended to be awarded for the base bid only for a total amount of $1,618,509.
Financial Considerations: The total estimated project cost is $1,618,509. Additional funding of $170,000 is necessary to complete the Airfield Park Phase 1 Project (L19102100), including awarding construction contract and staff time. Staff recommends City Council approve the fund transfer as listed in the table below:

Development of parks creates an ongoing cost for park maintenance and utilities based on the size of the park. Currently, the annual maintenance cost for these additional 4.4 acres of park development is approximately $15,000 per acre or $66,000. Funding for park maintenance is paid for through maintenance assessment districts and will be evaluated as part of the annual budget cycle.
Local Business Enterprise (LBE): TJR Resources exceeded the 5% LBE participation requirement.
