Issue Detail: On February 16, 2021, the City Council approved the Vision Zero School Safety Study, an element of the City’s Vision Zero Action Plan. The study is a collaborative, data-driven effort to eliminate traffic fatalities and serious injury that focuses on improving safety and access to 20 schools throughout Sacramento. The recommendations in the report were determined after site visits to each school, consultation with school communities, technical analysis, and review. The study is designed to facilitate safer and more convenient opportunities to walk, bicycle, take transit and carpool to school.

 

The locally-funded Vision Zero School Safety Project - Phase 2 (T15255500) will implement the study’s recommendations at 10 of the 20 schools. The 10 schools are as follows:

 

1.                     H Allen Heights Elementary School / Natomas Middle School

2.                     Garden Valley Elementary School

3.                     Northwood Elementary School

4.                     Mustard Seed School

5.                     Washington Elementary School

6.                     Miwok Middle School

7.                     Sacramento Charter High School

8.                     Bret Harte Elementary School

9.                     Capitol Collegiate Academy

10.                     Rio Cazadero High School / Las Flores High School

 

As part of the Vision Zero School Safety Project - Phase 2, it was determined that several of the recommendations listed for the ten school sites need additional study before implementation. These studies are in progress and will inform City staff on whether the recommendations are warranted and provide guidance on moving forward with implementing the recommendations.

 

Of the remaining schools, seven of the twenty schools are receiving improvements as part of the Vision Zero School Safety Project and three of the twenty schools will receive improvements as part of other City and school district projects.

PolicyConsiderations

Policy Considerations: The Vision Zero School Safety Project - Phase 2 is consistent with the City General Plan goals and key policies that accommodate and promote safe travel for all. The project will help prioritize the mobility, comfort, health, safety and convenience for those walking and bicycling (General Plan M-1.2), help foster a transportation system that improves the health of Sacramento residents (General Plan M-1.3), provide equitable processes and outcomes (M-1.9), increase bicycling and walking (General Plan 1-1.11), improve walkability (M-1.13), improve bicycling connectivity (General Plan M-1.17), strengthen the protection of people bicycling and improve bicycling safety (General Plan M-1.18), and improve walking safety (M-1.19).

EnvironmentalConsiderations

Environmental Considerations: The informal update is an administrative activity and is not a project under the California Environmental Quality Act (CEQA), per CEQA Guidelines Section 15378(b)(5). The City of Sacramento Environmental Planning Services has reviewed the proposed project and determined that it is exempt from the provisions of CEQA under the Categorical Exemption for the operation, repair or minor alteration of existing public facilities involving negligible or no expansion of use and for new construction or conversion of small facilities, including street improvements, set forth in Sections 15301(c) and 15303(d)(e) respectively.

Sustainability

Sustainability: The proposed project supports City Council’s sustainability priorities. The transportation sector accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips. The project would increase active transportation, reduce vehicular trips, and help ensure more efficient vehicular flow. These actions will reduce greenhouse gas emissions and help improve local air quality.
