Description/Analysis

Issue Detail: On September 18th, 2024, a Needs Assessment for the Front Street Animal Shelter (see Attachment 2) was published after collaboration between the Animal Wellbeing Commission, Indigo Architects, and the UC Davis Koret Shelter Medicine Program. The findings concluded that the current facility does not meet the demands for current intake of animals or the guidelines for standards of care in animal shelters. Multiple options were considered, including renovation and expansion of the shelter at the current site. However, the assessment concluded that the existing site is too small, and recommended a new shelter be built on a new site with a minimum of 7 net acres. The Needs Assessment estimated the cost to construct a new animal shelter at $40-$60 million. On May 13, 2025, City Council established a Capital Project Fund, designated as the Animal Care Services Capital Campaign Fund (Fund) and accepted an approximately $2 million bequest into the Fund. This Fund was established for the future construction and/or rehabilitation of a City of Sacramento Animal Shelter.

 

As reflected in the Animal Wellbeing Commission Follow-Up Log, the Commission would like to discuss next steps to advance the construction of a new shelter, including locating possible sites and options for raising the funds required.

Environmental Considerations: Review and comment on Steps to Build a New Shelter is exempt from review under the California Environmental Quality Act (CEQA) as it consists of an organizational activity that will not result in direct or indirect physical changes in the environment (CEQA Guidelines Section 15378(b)(5). Any actions that could result in a physical change in the environment would be identified as projects and would be subject to CEQA review. This report simply provides an opportunity for review and comment on the potential steps to build a new shelter in the future.
