Recommendation: 1) Adopt a Resolution: a) authorizing the City Manager or designee to execute Supplemental Agreement No. 1 to City Agreement No. 2025-0265 with Mark Thomas and Company, Inc. for an amount not-to-exceed $939,556, bringing the agreement’s total not-to-exceed amount to $1,685,602; b) authorizing the City Manager or designee to increase the revenue and expenditure budgets of the L and N Streets Bikeway Project (T15180400) by appropriating $3,400,000 in AHSC Grant funds (Other Capital Grants, Fund 3704) to the L and N Streets Bikeway Project (T15180400); c) resetting the City Manager or designee’s authority to issue Supplemental Agreements for City Agreement No. 2025-0265; and 2) adopt a Resolution authorizing the City Manager or designee to execute the Standard Agreement (STD 213) and all other grant documents with Housing and Community Development (HCD) to accept the Affordable Housing and Sustainable Communities (AHSC) Program Award for the I Street Apartments.

Issue Detail: The City of Sacramento entered into a professional services agreement with Mark Thomas and Company on March 18, 2025, for the preparation of preliminary engineering, final design, right-of-way, and construction support for the L and N Street Bikeways Project (T15180400).
The L and N Street Bikeways Project was originally scoped to restripe and reconfigure portions of L Street, from 5th to 10th Streets and from 14th to 15th Streets, and N Street, from 5th to 9th Streets and from 14th to 15th Streets. During project development, the scope and design were revised to better align with current transportation priorities, operational considerations, and coordination with adjacent projects. The original concept was intended to complement the State of California's New Capitol Annex Building (NCAB) Project and support development of a continuous low-stress bikeway network within the central city.
The NCAB Project will construct frontage improvements along the State Capitol Park on L Street and N Street between 11th Street and 13th Street including separated bikeway facilities and associated modifications to the roadway lane configuration, parking, and traffic signal operations.
The California Department of Housing and Community Development ("HCD") and the Strategic Growth Council (“SGC”) issued an Affordable Housing and Sustainable Communities Program (“AHSC” or “AHSC Program”) Notice of Funding Availability, dated March 25, 2025 (“AHSC Program NOFA”). The City partnered with Community HousingWorks who submitted an application (the “Application”) to HCD in response to the NOFA. Community HousingWorks was determined to be an eligible applicant; and the HCD made an award pursuant to a conditional award letter.
The HCD and SGC have made a conditional commitment of AHSC Program funds to assist I Street Apartments (the “Project”), which is being developed and constructed by Community HousingWorks, and a commitment was made to awardees (Community HousingWorks, the City of Sacramento, and SacRT) pursuant to the Award Letter in the amount of $11,418,800.
The AHSC Program Award will contribute $3,400,000 in transportation improvement funding to expand the scope of the City’s L and N Streets Bikeways Project along L Street resulting in the installation of bikeway improvements between 5th Street and Alhambra Boulevard. The proposed bikeway improvements on N Street between 5th Street and 9th Street are being removed from the project and are being replaced with bikeway improvements on N Street between 15th Street and 21st Street. During the design, individual blocks may include buffered Class II bike lanes, if parking-separated Class IV bikeways are determined to be infeasible due to curbside uses or driveway spacing. The project will also upgrade all non-standard curb ramps for accessibility.
This project is an implementation of the mobility element of the Central City Specific Plan and will contribute to the build-out of the planned separated bikeway network in the urban center of Sacramento.
A Supplemental Agreement with Mark Thomas and Company for an amount not-to-exceed $939,556 is needed to provide additional professional services for the preparation of preliminary engineering, final design, right of way support, and construction support for the increased project scope of the L and N Bikeways Project.

Policy Considerations: The L and N Streets Bikeways Project is consistent with the City General Plan goals and key policies of operating and maintaining streets and roadways that accommodate and promote safe and convenient travel for all users. The projects will help prioritize the mobility, comfort, health, safety and convenience for those walking and bicycling (General Plan M-1.2), help foster a transportation system that improves the health of Sacramento residents (General Plan M-1.3), increase bicycling and walking (General Plan 1-1.12), improve bicycling connectivity (General Plan M-1.17) and strengthen the protection of people bicycling and improve bicycling safety (General Plan M-1.18).

Environmental Considerations:
California Environmental Quality Act (CEQA): Under CEQA general rule 15061-B-3, CEQA applies only to projects which have the potential for causing a significant effect on the environment. These actions will have no effect on the environment and are therefore not subject to CEQA review. Appropriate CEQA review for the project will take place as part of project development.

Sustainability
Sustainability: The proposed project supports City Council’s sustainability priorities. The transportation sector accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action and Adaptation Plan include several implementation measures to reduce vehicle trips. The project would improve active transportation infrastructure (TR-1.1); and close gaps in the bicycle network (TR-1.3).

The AHSC Program Award allocation and expenditure contract authorizes the City to receive and expend $3,400,000 of AHSC Grant funds. With approval of the Agreement, $3,400,000 million will be appropriated to the L and N Street Bikeways Project (T15180400, Fund 3704).
